NRC has obtained its registration in the Country in 2021 and is planning to implement activities within an integrated programme which includes Rapid Emergency Response (Shelter/WASH NFI distribution), Emergency Education, Information Counselling and Legal Assistance (ICLA) and exploring other programmatic possibilities mainly Food Security and Livelihoods FSL. NRC has set up the basis of a country office, having established an office in Pemba and a field office in Mueda district and is rapidly recruiting staff alongside scaling up activities. There is a particular focus to implement in some of the hard-to-reach areas which have particular access constraints, especially due to the conflict.

  1. Role and responsibilities

The purpose of a Logistic Officer is to provide the day-to-day implementation of the logistic function’s responsibility, with specific responsibility for procurement.   

Generic responsibilities

  1. Ensure adherence to NRC policies, handbooks, guidelines, SOP’s and donor requirements
  2. Implement delegated logistic functions portfolio according to Plan of Action
  3. Conduct and follow up daily operational logistic activities
  4. Support the administration of resources so that deliverables are achieved within set budgets, timelines and standards
  5. Prepare and develop logistic reports as required by the Country/Area office
  6. Support in the development of SOPs as requested
  7. Ensure proper filing of all support documents according to the SSD policy
  8. Promote and share ideas for improvement of the logistic function
  9. Perform other duties, as assigned by Line Manager

Specific responsibilities

  • Ensure local procurement are conducted in compliance with NRC and donor procurement policies and procedures
  • Ensure paper and electronic records are maintained in a systematic manner in line with NRC's standard procurement procedures, providing a clear auditable trail
  • Manage all procurement processes, and ensure the procurement tracker is updated and shared with budget holders on a regular basis
  • Advise budget holders in preparing and revising procurement plans
  • Establish and maintain good professional working relationships with suppliers, service providers and contractors whilst strictly adhering to NRC's anti-corruption guidelines and NRC's code of conduct
  • Support in ensuring the warehouse management database is updated daily, and that an accurate record of the warehouse activities and the current stock situation is available
  • Support in optimizing fleet planning, working together with the NRC Pemba staff to explore and implement ways to better plan, schedule and monitor the transport of staff and material/equipment according to demands and procedures
  • Ensure all vehicles are well maintained (i.e. standard maintenance procedures for NRC-owned and maintenance protocols for rentals) as per NRC procedures
  • Ensure that the ICT policies are adhered to, facilitate the roll-out of new ICT products and policies, assist in the training of staff, and support in monitoring and upgrading of IT infrastructure in collaboration with the ICT Officer
  • Support in the implementation of a capacity building plan to train and develop staff working with logistics as an integral part of duties
  • Support and train daily workers working with the logistics team and ensure they are engaged and managed according to HR guidelines                                                                                                                                                                                                                                                                                                                                 

We are looking for a candidate with these competencies:

1. Professional competencies

These are skills, knowledge, qualifications and experience that are important for effective performance.

Generic professional competencies:

  • Experience from working as a procurement or logistic officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Solid understanding of supply management
  • Good knowledge in English and fluency in Portuguese, both written and verbal

Context/Specific skills, knowledge and experience:

  • Knowledge of the context in Cabo Delgado
  • Knowledge of the local languages is an advantage (Makua, Makonde)
  • Ability to handle information of a sensitive/confidential nature
  • Competency in the use of computer applications (Word, Excel, PowerPoint and Outlook), understanding and experience in using Agresso/Unit4 is an advantage
  • Advanced skills in ICT is an advantage
  • Strong organizational and team working skills
  • Strong negotiation skills and ability to deliver under pressure
  • Experience with the start-up of new operations
