Overview of position

Since COVID-19 emerged it has caused significant disruptions to healthcare systems around the world in both developed and developing countries. Notably, Libya is experiencing a fragility of service provision in its healthcare system due to the pandemic. In Libya, confirmed COVID-19 cases continue to grow and have so far exceeded 190,000 cases, which accounts for approximately 2.7% of the total population. This illustrates the extent that this virus has spread among different segments of the society. Furthermore, these statistics have informed the need to strengthen the supply-chain management system, forecasting, consumption patterns, and warehouse management to ensure an uninterrupted supply of essential medicines (including vaccinations) during the COVID-19 pandemic. In addition, this should be coupled with capacity building and training to reduce the economic, social and health impacts of the pandemic in the short, medium, and long terms.    

Role objectives

Description of the assignment and key support required

The consultancy is required to provide support in the following areas:

1.Activating the drug and supplies management system to include smooth supply, forecast consumption patterns, warehouse management, and more.

2.Strengthening quality assurance of medicines according to international standards and reviving the FSP program.

3.Ensuring the continuous availability of essential medicines, including adopting a published national list of essential medicines updated in the last 5 years.

4.Providing the supplies and technology necessary for neglected uncommon/rare diseases.

5.Activating and developing research in health fields.

6.Developing and supporting digital health programs to facilitate the provision of high-quality, accessible health services, especially in remote areas, to reach universal health coverage.

7.Provide the necessary support for vaccinations against the COVID-19 pandemic including Logistic, cold chain, DRCCE, waste management, raising capacity and training

8.Strengthening Effective vaccine management and cold chain. For EPI nationwide.

Key competencies

Qualification and Required Skills and Experience

Education, professional qualifications, and Experience:

·Master’s degree in supply chain management, computer science, international development, or related field with at least 20 years work experience and at least 5 years of relevant experience in health products logistics/supply chain management for immunization programs in developing countries.

·Demonstrated experience in assessing supply chain systems and leading supply chain system strengthening projects

·Demonstrated experience in preparing and reviewing funding proposals for digital supply chain, an advantage.

·three years of supervisory experience or equivalent leadership/management experience.

·Ability to guide strategy development, manage implementation of projects and lead a team.

·Experience work in EPI supply chain management

·Experience with UN, Other International Agencies and other donor agencies is an asset such as National Health Authorities.

·Experience working with GAVI is an advantage.

 Language skills:

·Excellent writing, editing, and oral communication skills in Arabic and English

·Working knowledge of other UNDP working languages, (French or Spanish) is an advantage.
