As of 1 July 2021 the UNOPS hosts the Centre for Mediterranean Integration (CMI), a multi-partner knowledge initiative, focused on the exchange of ideas, discussion of public policies and the identification of regional solutions to address key challenges in the Mediterranean region. Founded in 2009 within the World Bank and based in Marseille, France, CMI is governed by its Oversight Committee composed of government, multi/bilateral agencies, and local authorities from the region, and responsible for CMI’s strategic direction, resources requirements and monitoring of the implementation of CMI’s annual work plan (see more information about CMI at https://www.cmimarseille.org).

Among other objectives, the CMI aims to foster the socioeconomic transformation of the region by promoting co-development and integration, including through human capital development and mobility. The main objective of the program is to analyze how to promote socioeconomic transformation by improving the quality of human capital and fostering mobility of knowledge and people. It is particularly focused on youth as the main asset and vehicle for change in the Mediterranean region, building human capital skills, and promoting the mobility necessary for Mediterranean countries to adapt to the changing nature of work and transform their economies.



Functional Responsibilities

Under the supervision of the Human Capital Senior Programme Manager, the functions of the Programme Officer on Human Capital will include:

  • Technical and substantive thematic programme support

  • Operational support 

Technical and substantive thematic programme support

  • Provide substantive and technical operational support to the programmes and activities in relation to education, skills, labour market, migration, and mobility

  • Draft concept notes, briefs, activity plans and timelines, background papers, for the thematic activities, including for reports, events, and conferences

  • Organize events, collaborating on conception and agenda design, as well as support on related logistics and administrative tasks

  • Liaise with and support CMI partners on specific thematic collaborations

  • Conduct qualitative research and knowledge production

  • Conduct data analysis and policy-orientated research in relation to the CMI’s themes and work programme

  •  Contribute to the production of reports, compendiums, and other knowledge products in the thematic areas

  • Contribute to discussions at seminars and conferences linked to the programmes and activities

  • Support other CMI programmes as directed

Operational support 

  • Contribute to the formulation and implementation of the CMI’s related theme strategy

  • Assist supervisor with  the design and execution of the CMI’s Human Capital programmes

  • Conduct outreach and network-building as well as engagement with external partners as directed

  • Proactively support the management and administration of programmes and activities, including providing inputs to the budget, fundraising and reporting activities

The effective and successful achievement of results by the Programme Officer on Human Capital

includes the execution, implementation and delivery of activities in relation to Human Capital projects.

  • Contributions to reinforcing CMI’s University network

  • Enhanced technical excellence of the internationalization of education agenda(publish research pieces contribute to the policy dialogue on internationalization; participate in and organize regional events on internationalization, including the UNESCO World Higher Education Conference 2021).

  • Drafted policy recommendations for a renewed approach to mobility and migration around the Mediterranean


Education/Experience/Language requirements

a. Education :

Advanced university degree (Master’s degree or equivalent) in international relations, economics, development, social sciences or related discipline is required. A bachelor degree in combination with two years of relevant work experience may be considered in lieu of the master’s degree. 

b. Work Experience :

Experience in the field of education and development similar to this role. 

  • knowledge of human capital challenges and opportunities from a development point of view

  • Knowledge of the internationalization of education agenda in the MENA region

c. Language 

Fluency in spoken and written English and French is required.

Contract type, level and duration

Contract type: Individual Contractor Agreement (ICA)
Contract level: International ICA - 1 / ICS-8

Contract duration: Retainer with maximum of 120 working days within 12 month duration.  Renewable subject to organizational requirements, availability of funds and satisfactory performance.
