The Asia, Europe and Latin America Region for NRC comprises a diverse range of country programmes across a vast geographical area. Of four regions in Field Operations, the Asia, Europe and Latin America RO is based in Head Office covering:  three sub-regions: Latin America, Afghanistan/Iran and South East Asia and a stand-alone programme: Ukraine. The operating environment is varied, encompassing a complex and multi-faceted set of humanitarian and recovery response needs in countries that are either fragile, environmentally vulnerable or both.

The Regional Programme Unit, based in the AELA Regional Office, located in Oslo, and managed by the Regional Programme Director, is responsible for the strategic development of NRC programming in the region by maximizing the support to and the development of Country Offices’ (CO) as well as by exploring and creating synergies among COs. The Regional Programme Unit is focused on research, policies, guidance and procedures, capacity building, programme quality and donor relations. The Unit comprises a Core Competency and Thematic Unit, M&E, and the Senior Sub Regional Adviser team dedicated to regional strategy and programme support and business development. 

Each Senior Sub Regional Adviser have their own specific geographic strategic focus within the wider Region: Latin America; south Central Asia; South East Asia and Ukraine.  In addition, they will each have an assigned specific thematic area of business development for which they are in the specialist lead within the team. 

Duties and Responsiblities

 

The Senior Sub Regional Adviser fulfils two roles: 

  1. Is the strategic programme development adviser in relation to their assigned countries/sub-region within the region, advising upwards to the Regional Programme Director and Regional Director, and as required to the Director Field Operations, and working in partnership with Country Directors.
  2. Providing specialist advice and guidance to the Country Director and/or Head of Programme at Country level in ensuring evidence base advocacy, quality programming, ensuring optimal programme strategies are in place and to assist the Country Office (CO) to ensure major projects are aligned with NRC strategies, policies and donor requirements.
  3. The Senior Sub Regional Adviser (SSRA) has a number of allocated country offices and is the sub-regional expert for South East Asia and Ukraine. The SSRA provides a range of strategic advisory support and capacity building activities in relation to programme and strategy development. The SSRA also provides specific advisory support to specific projects qualified as major projects, ensuring effective management of the full project cycle management (PCM) including donor reporting.  Additionally they may be assigned the lead within the regional programme unit on a particular area of programme and business development.
  4. The postholder acts as the key interface between the country office, regional office and head office in relation to sub-regional strategies and programme development. As part of a technical matrix structure, the postholder is required to work collaboratively with colleagues in both the technical and the operational management structures in country offices, and also has a technical accountability to the programme function, policy, strategy, and direction as determined through the Head Office level of the NRC. Collaborative working with colleagues within the wider regional programme team, at HO and in other Regions is essential to effectiveness in the role and maximising the shared learning across NRC. The SSRA reports to the Regional Programme Director and participates in the regional management team meetings on issues concerning the sub-region.

Knowledge, skills and experience required for the post

  • Extensive experience working with overall programme strategy development, and assessment 
  • Minimum 5 years of experience as Manager/Adviser within the humanitarian/recovery context 
  • Specialist knowledge and expertise equivalent to an advanced university degree in a relevant field (e.g., international development, politics, social science) 
  • Knowledge of main donors’ strategies, priorities and/or rules and regulations 
  • Track record of successful proposal development, or similar in funding or partnerships 
  • Experience of working with cross-country programmes and donors 
  • Experience from working in complex and volatile contexts, with preference for previous experience in South East Asia 
  • Understanding of, and commitment to, providing technical leadership and working collaboratively and supportively with colleagues both within the function and operationally, including capacity building 
  • Fluency in English both written and verbal
  • Substantial experience from working in and with the South East Asia and Ukraine sub-region 
  • Extensive knowledge of political, economic, cultural, environment and geo-political context to the South East Asia and its impact on displaced communities and INGO activities. 
  • Credibility as the expert adviser on sub-regional issues, and ability to guide and influence senior NRC decision makers at regional and country levels 
  • Substantial experience of programme development from initial assessment to full fledge programme
