Background:

In the South area NRC is implementing Information, Counselling & Legal Assistance (ICLA), Shelter & WASH, and Education programs for Syrian and Palestinian refugees in Palestinian camps, Palestinian gathering, informal tented settlements (ITSs) for Syrians  and semi urban setting of host communities & refugee population.

The purpose of the Support Manager is to coordinate and manage the support functions at Area Office level, and work along with the Area Manager on these functions while providing quality and efficient support for programmes implementation.

Our Ideal Candidate:

NRC Lebanon is actively seeking an experienced Support Manager to develop and enhance the existing systems related to financial, HR, Logistics and IT within the South Area Office operations. 

Our ideal candidate will be a senior manager with proven ability to inspire and lead diverse teams. They will have a Minimum 5 years’ experience in a similar management position in a humanitarian/recovery context and a university degree, preferably in business or finance.

We are particularly looking for a professional with a strong knowledge of support functions, including HR, Admin, Finance, Logistics and ICT. Experience in budget management is vital and experience managing budgets with INGOs is highly preferred. Strong in communication and fluent in the English language (both written and spoken).

They are a strategic thinker and a supportive leader who can empower their teams and build trust within the organization. They are also a flexible and adaptive individual who can respond quickly to changing circumstances.

Roles & Responsibilities:

  1. Manage related support staff and provide guidance and assistance, and provides relevant technical capacity building initiatives
  2. Adhere and ensure compliance with NRC policies, procedures, handbooks, and donor/auditor requirements
  3. Provide input on operational support to Plan of Action, and coordinate and align operational support with programme plans at area level
  4. Facilitate support budget preparation and follow up on updates and changes
  5. Responsible for ensuring quality support to project implementation
  6. Responsible for developing regular reports to area and country management as required
  7. Responsible for implementation of new country specific technical SOPs, guidelines and tools in Area (HR, Admin, Logistic, ICT and Finance)
  8. Member of the Area Management group
  9. Lead initiatives and facilitate trainings and capacity building initiatives for programmes staff on financial, logistic and human resources procedures

More Specifically the position will:

  • Lead operational support to be align with program plans at area level through proper planning
  • Ensure a cost efficient and cost effective approach at area office level by assessing & monitoring the costs and resources allocation at area level
  • Establish a proactive atmosphere in the support department by leading different initiatives related to human resources, finance, logistic and other departments.
  • Support the budget management capacity at area level and ensure a collaborative approach in budget management at area office level.
  • Ensure to provide proper procedures and monitoring tools for corruption mapping and mitigation practices in all related support functions
  • Carries spot checks, field visits, and in depth reviews to monitor and ensure compliance and adherence to all related policies and procedures
  • Develops a standard filing and referencing system at area level to ensures that complete documentation exists for all transactions
  • Participate in investigation of allegations of suspected fraud or misconduct and produce required reports as requested
  • Provide support and guidance for audits related to all support functions of direct responsibility
