Context

International IDEA is managing a four-year programme (2019 – 2023) “Consolidation of Paraguayan Democracy II” with funding from the European Union. The overall objective of the project is to contribute to the consolidation of democracy in Paraguay through the strengthening of the electoral integrity, in line with 2018 EU Election Observation Mission recommendations and the increased political representation and participation of women, under-represented groups and civil society.

The programme aims to enhance capacities of institutional and political actors to tackle electoral reforms; strengthen capacities of the Electoral Tribunal (TSJE) to respond to electoral reforms, foster the inclusion of under-represented groups, apply ICT tools on political financing control and integrate the principles of transparency and accountability; strengthen capacities for improving the legal framework for political financing and its effective implementation; strengthen democratic political parties’ internal and inter-party dialogue mechanisms; strengthen disposition and capacity for promoting gender equality, women’s political participation and representation, and gender mainstreaming and increase levels of specialized knowledge and technical skills for stronger democratic participation and monitoring, notably of civil society organizations, media, human rights defenders and under-represented groups.

The Programme Assistant - PPR provides programmatic assistance at national level to implement activities aimed at improving political participation and representation of women, youth and other under-represented groups. The Programme Assistant is part of the programmatic team providing support to the Head of Programme, who is responsible for ensuring that International IDEA´s Strategy, Key Performance Indicators (KIAs) and cross-cutting issues are properly reflected in all projects and activities. The Programme Assistant – PPR provides other related support in accordance with the Programme’s needs and requirements.

Duties and Responsibilities

  • In coordination with the programme team, assists with the provision of technical assistance on political participation and representation to partners, national institutions and other stakeholders;
  • Assists with the implementation of training programmes, conferences, seminars and workshops by providing programme and administrative support, in accordance with the workplan;
  • Supports the implementation of activities for democracy promotion;
  • Manages the scheduling of assigned activities and develops and maintains a filing system for assigned programme component documents;
  • Develops and maintains a database of key actors and stakeholders for the programme;
  • Contributes to the development of knowledge products; Supports the programmatic team and the Head of Paraguay Programme with researching for and drafting of articles.
  • Has developed knowledge and skills through formal training or work experience;
  • Adds value to team-based activities in his/her team; collaborates with other entities of the Institute as required;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;

  • Integrates a gender and diversity perspective in all activities.
  • Regularly contributes to the elaboration of documents for programme team meetings and assists in the planning and execution of activities and events; Assists in compiling, summarizing and preparing background materials to support the preparation of project reports;

Education and Experience

  • High School diploma; University background in political science, law, sociology, international relations or other related discipline is considered an advantage;
  • Minimum one (1) year of relevant professional experience working in the field of democracy and governance, political participation and representation and/or gender;
  • Experience of working in an international context, e.g. in an intergovernmental organization, considered an advantage;
  • Field experience is considered an asset;
  • Fluent written and oral Spanish and good knowledge of English required; Knowledge of Guarani considered an asset.

Terms of Contract:

  • Local Post.
  • Fixed term appointment until 31 August 2023.
  • Remuneration: Salary PYG 12,506,167 GROSS per month.

Please note as this is a local post, International IDEA will bear no costs relating to relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Paraguay.
