Job Overview/Summary:The Senior Roving Supply Chain Officer for the Afghan Evacuees Operations will be leading highly demanding logistics functions in all of the eight Operation Allies Welcome locations across US. The Senior Roving Supply Chain Officer is an integral member of the management team and reports directly to Global Supply Chain Advisor. The primary objective of the position is to provide temporary coverage for open supply chain positions and to build local supply chain management capacity in the Afghan Evacuees Operations Allies Welcome Locations mentioned above. When deployed, this position is responsible for the day to day management of logistics support in compliance with IRC and donor regulations. Key responsibilities include procurement, transport, inventory, asset management.

Major Responsibilities:

·Model, promote and uphold a culture of values as reflected in the IRC way: Standards of Professional Conduct – Integrity, Accountability, Service and Equality and the Respect at work policy

·Provide temporary coverage for open field-based supply chain positions

·Manage discrete aspects of the supply chain function (e.g. procurement, warehousing, fleet) if deployed, or assist the GSC with providing technical support for these functions via Headquarters;

·Provide training to field staff on IRC supply chain policies, procedures.

·Review and provide feedback on assigned supply chain reports submitted by each site.

·Actively participate in regional supply chain, conferences, leading sessions as required.

·Develop logistics plans in coordination with Site Lead/Program Lead

·Monitor supply market and conduct surveys and analysis

·Procure and ensure all office supplies and consumables are available on timely manner.

·Participate in the bidding process by developing and issuing request for proposal (RFP) and completing a purchase request process

·Develop and monitor fleet movement plans, vehicle repairs, drivers assignment, vehicle safety and fuel consumption as necessary

·Dissemination and adherence of the vehicle safety policies by all vehicle users

·Participate in the development and implementation of logistics systems including SOP

·Perform other duties and responsibilities as assigned

Indirect Reporting: N/AOther Internal and/or external contacts: Position requires close collaboration management team on site (HR Officer, Site Lead, Deputy Program Lead) and at IRC headquarters.

Job Requirements:

Education: Bachelor degree in Supply chain or related field

Work Experience:

§At least three years of experience in handling logistics functions

§Demonstrated ability to develop and roll out supply chain policy and SOPs

Demonstrated Skills and Competencies:

§Ability to perform well in a fast based, emergency response environment

§Experience working in a multicultural environment

§Must be a team player, detail oriented and reliable

§Ability to productively interact with a wide range and level of staff and stakeholders

§Ability to work independently, self-starter and maintain responsibility for multiple tasks

§Strong computer competency with work processing, spreadsheets, databases and other IT skills

Language Skills: Fluent in written and spoken English is a must

Working Environment:

  • It is expected that post holder will perform duties within the military base and occasionally some work being done from the temporary housing/hotel
  • Considering the response nature post holder may be asked to perform duties up to 6 days a week including evening work (as necessary) and working days and schedule will be notified upon hiring
