Background

Over the past 80 years, the International Rescue Committee (IRC) has developed unparalleled expertise in responding to emergencies and helping uprooted communities to rebuild. Founded in 1933 at the requestofAlbertEinstein,theIRC’smissionistohelppeoplewhoselivesandlivelihoodsareshatteredby conflict and disaster to survive, recover, and gain control of their future. The IRC’s vision is to lead the humanitarian field by implementing high-impact, cost-effective programs for people affected by crisis and by using our learning and experience to shape policy and practice. To achieve that vision, the IRC’s technical units provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice. The Research and Innovation Department (Airbel Impact Lab) supports the various technical units across the IRC to conduct or backstop research studies and innovation projects, and also leads initiatives that provide resources for country programs to design and implement programs based on existing evidence.

Objective:

Provide a summary of the latest evidence and best practices for inclusive research in humanitarian settings based on a desk review.

Scope of Work:

The consultant will:

1.Complete a desk review of existing literature about inclusion of marginalized groups in research (with a particular focus on age, disability and gender/sexual identified) in humanitarian context (with a focus on health programming) by reviewing:

1.1.Relevant international literature including articles in peer-reviewed academic journals with a focus on inclusion of marginalized groups

1.2.Documentation developed by humanitarian / international development actors on their inclusive research practices (reports, SOP, research protocols, tools etc.)

1.3.Current inclusive research practices at the IRC (report, SOP, research protocols, tools etc.)

1.4.Other relevant documentation.

2.Coordinate with external partners to collect and review relevant literature and evidence, including that on the inclusion of marginalized groups (with particular focus on age, disability gender/sexual identity) in humanitarian research (with a focus on health programming)

3.Conduct analysis that identifies key issues faced by marginalized groups (with particular focus on age, disability gender/sexual identity) in research in humanitarian contexts (with a focus on health programming) and utilize this information to inform a report. Areas to be addressed in the review:

3.1.Best practices (including tools) on inclusive research

3.2.Current gaps in inclusive research

3.3.Recommendations for humanitarian agencies and the broader sector to take forward to take forward

Deliverables:

  • Develop a brief note outlining the desk review outline, questions, methodology and work plan
  • Develop first draft of desk review for comments
  • Collect and incorporate comments and feedback in final report
  • [If possible, translation of report into French.]
  • Presentation including slide deck to IRC staff on findings
