During the past eight years UNDP has made a significant contribution in promotion of energy efficiency in BiH. The focus was placed on the introduction of energy efficiency in the public sector across Bosnia and Herzegovina by implementation of 229 energy efficiency infrastructure projects and applying EMIS (Energy Management Information System) into more than 5,500 public buildings through the Green Economic Development project. These activities resulted in annual CO2 emission reduction of about 14,500 tons, total annual costs savings of 5,500,000 BAM, better living quality for more than 150,000 users, creation of 2,000 “green jobs”, increased awareness and understanding for energy efficiency and its resulting benefits. Based on this experience and obvious results UNDP continues to promote and work on energy efficiency in public sector together with government of BiH on local and national level through different activities such as performance of energy audits, trainings for public administration management, EMIS installation, development of EE action plans, etc.

As the member of Energy Community, BiH took over the obligation for implementation of European Union Directives, and, inter alia, obligations in energy efficiency area. In accordance with assumed obligations, all governance levels in BiH have to conduct a series of measures to improve energy efficiency and to fulfil set targets.

The purpose of this consultancy is to provide assistance to the Ministry of Communal Economy and Infrastructure, Physical Planning, Constructions and Environmental protection of Canton Sarajevo (further: the Ministry) in the process of implementation of infrastructural projects. To that end, an Expert will be engaged to conduct quality assurance during the specific works, and insure compliance with relevant legislation. Additionally the Expert will identify potential future investments and projects.

Duties and Responsibilities

The consultant will perform following tasks:

Task 1 – Conduct quality assessment of project documentation developed for the purpose of implementation of infrastructural projects In Sarajevo Canton

In the conduct of this task, the Expert will:

  • Analize the developed project documentation which includes field visits and comparison of designed and in situ state.
  • Evaluate the documentation and provide the suggestions for its correction and upgrade;
  • Submit report on review findings

The time foreseen for this task is up to 30 days and will be delivered by December 31, 2021.

Task 2 – Provide actionable recommendations for future activities in implementation of energy efficiency infrastructural measures

As part of this task, the Expert will:

  • Conduct the analysis of the activities done so far, familiarize himself/herself with the existing strategic documents, and other relevant documentation, and identify the possibilities for further activities in the area of energy efficiency and environmental protection;
  • Conduct the analysis of investment in past five year and the potential for future investment;
  • Define recommendations for future activities with potential financing sources;

The time foreseen for this task is up to 20 days and will be delivered by February 28, 2022.

Task 3 – Support implementation of recommendations

  • Provide technical assistance to the Ministry in the process of implementing recommendations;
  • Develop final report assessing the state of implementation of recommendations.

The time foreseen for this task is up to 40 days and will be delivered by May 30, 2022.

Required Skills and Experience

Academic Qualifications/Education:

  •  BSC degree in architecture; advanced degree would be considered an asset.

Experience:

  • Minimum 5 years of professional experience in working with public sector in the area of urban planing and infrastucture;
  • Strong background in monitoring and supervising of infrastructural projects;
  • Experience in providing training and coaching services:
  • Experience working with multilateral organizations and UN system preferred.

Languages Requirements:

  • Knowledge of local languages (excellent writing, editing and communication skills)
