Team Coordinator

OBJECTIVES OF THE PROGRAMME

The Pacific Noncommunicable Diseases (NCDs) and Health through the Life-Course (PNH) unit provides leadership and action for the promotion of health and the prevention of premature death and disability by addressing key health-related social, environmental, and behavioural risk factors and determinants of relevance to NCDs and the life-course. The WHO Country Office in the South Pacific, located in Suva, Fiji, operates under the umbrella of the Regional Office for the Western Pacific and coordinates the provision of technical support for the PICs. The Country Office works together with a broad spectrum of partners from all sectors of society.

DESCRIPTION OF DUTIES

1. Serves as the Team Coordinator for PNH with responsibilities to supervise and coordinate the following programmatic areas:

- Health promotion

- NCD prevention, including the Social determinants of health

- NCD management

- Mental health and substance abuse

- Tobacco free initiative

- Nutrition

- Violence and injuries

- Disabilities and rehabilitation and blindness prevention and control

2. Oversees, coordinates and facilitates implementation of PNH strategies through development and monitoring of innovative evidence-based strategies, in close coordination with the Health Systems team and in close collaboration technical officers from the Regional Office, HWOs and Country Liaison Officers (CLOs) within DPS, and external partners consistent with the Organization's programmes, goals, strategies and policies;

3. Creates synergies and integration between technical programmes, in particular health systems, and NCDs work at the Pacific regional and country levels, and collaborates with HWOs and CLOs in providing support and input on Pacific specific strategies, resource mobilization and proposal development in DPS, and establishes effective partnerships with multiple stakeholders in order to strengthen and improve development assistance harmonization;

4. Provides policy advice to the HWO through review and analysis of documents, strategies and business needs related to NCDs and healthy populations in the PICs;

5. Provides and facilitates support for HWOs and CLOs in their work for provision of support for country-specific NCDs and healthy population strategies and activities, which considers health systems and social determinants of health, thus creating synergies of efforts; establishes effective partnerships with various stakeholders in order to achieve regional- and country-specific NCDs and health promotion goals;

6. Identifies and synthesizes evidence and information of best practices for application to decision-making on programme policy and strategy based on situations in the Pacific, and ensures facilitation of knowledge building and management within DPS in the areas of healthy islands and NCDs, including health system strengthening for NCDs.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (master's level or higher) in public health, management and planning, or related field from an institution or recognized university recognized in the International Association of Universities’ Worldwide Database of Higher Education Institutions, Systems and Credentials (WHED).

Desirable: Advanced university degree or specialist in health promotion, NCD epidemiology or health policy.

Experience

Essential: At least ten years' relevant experience at national and international levels in managing large-scale, public health programmes with a focus on NCD prevention and effective management, which considers broader determinants of health and UHC.

Desirable: Experience in management, development and planning and having some field experience in the Pacific. Experience with intergovernmental agencies, the UN System or WHO and knowledge of national, regional and global partnerships and networks. Extensive experience with a results focused approach to the management of NCDs control programmes. Proven experience in project management and coordinating networks.

Skills

-Sound knowledge of public health and in particular prevention of NCDs and health promotion, and health system approaches to improved NCD management, and analytical skills in aspects of regional and national NCDs profiling, planning, implementation and monitoring & evaluation;

-Health planning at operational, subnational and national levels, with political and technical elements;

-Sound understanding of effective management practices, programme planning, monitoring and evaluation including skills in proposal development;

-Capacity-building skills through multiple methods, including training, mentoring and example setting;

-Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States;

-Proven managerial competence, with the capacity to work and communicate effectively with staff, including in complex organizational cultures. Demonstrated track record of working effectively with governments, partner agencies, and in field conditions in the leadership of multidisciplinary teams and servicing the needs of different partners;

-Leadership, resource mobilization and advocacy skills. Negotiation and representational skills which allow coming to a common understanding of complex and often controversial issues for the programme;

-Familiarity with the functioning of governments and its institutions, in particular in developing countries, and also development partners.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3039 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
