Background

Building on over 15 years of partnership with and assistance to the justice sector of Timor-Leste, UNDP’s new justice project, ‘Access to Justice portfolio project (the A2J Project),’ will strengthen its support to the justice and security sectors with a heightened focus on gender justice - increasing access to justice of the disadvantaged groups, prominently represented by women and girls and GBV survivors. The A2J Project is comprised of three constituent projects, namely, 1) Together for Equality: Preventing and Responding to GBV in Timor-Leste (UN Joint Program), 2) Accelerating Access to Justice for All in Timor-Leste (AAJAT), and 3) Human Rights Oriented Prison Enhancement for Gender Equality (HOPE for GE). The areas of work i) enhancing access to justice of women GBV survivors (strengthened access to legal information and quality of the legal aid service), ii) strengthening gender-responsiveness in the sector (survivor-centered and responsive criminal justice processes, increase of women’s representation in the legal profession), and iii) correctional facilities in line with the human rights standards and female inmates’ special needs. The funding is supported by KOICA and UNDP Headquarters and complements the EU-UN Joint Program on intimate partner violence (Spotlight Initiative). The Project Officer will play a critical role in operating the three constituent projects and the overall A2J Project to achieve its objectives most effectively and strategically.

Duties and Responsibilities

As a full time member of the project team, the Project Officer will support the Project Coordinator/Manager and other key staff to effectively implement the project to achievement its objectives in accordance with the annual workplan.
 
The key responsibilities of the Project Officer are:
 
Project Implementation:
 

• Assist the Project Coordinator/Manager and the Project Team to monitor the progress of the project activities in the districts, evaluate the results, and prepare project reports (annual/quarterly/monthly reports, donor reports, M&E reports, etc.);

• Provide contextual background on any updates and incidents taking place in the rule of law area for policy advisory papers and briefing notes including research and analysis of data to Project Coordinator/Manager;

• Support the Project Team in organizing workshops, seminars, conferences, dialogues, and other interactions, including facilitation, preparing materials, logistical arrangements, collection, and dissemination of relevant information, taking minutes, etc.; and

• Tetun and English translation/interpretation.

Coordination:

• Assist the Project Coordinator/Manager to coordinate and liaise with the rule of law institutions and other UN agencies and support the development of networks among stakeholders

• Assist the Project Coordinator/Manager to build/expand the network with Timorese experts in the rule of law area

• Assisting the Project Coordinator/Manager in providing the necessary support to short-term consultants and other UN Volunteers to ensure their delivery as per their contracts; and

• Support the coordination and implementation of activities by implementing partners (Civil Society Organizations, law firms, etc.).

Required Skills and Experience

Min. Academic Education:

  • Master’s/bachelor’s degree in Law, Development Studies, Public Policy, Gender Studies, Political Science, or related field

Min. years of relevant Work experience:

  • Minimum of zero (0) years of experience for Master’s degree and two (2) years for bachelor degree
  • Ability to establish and maintain good working relationships at all levels and with project counterparts;
  • Good understanding of the rule of law issues and government structures/mechanisms in Timor-Leste;
  • Demonstrated ability to work independently and in a team;
  • Knowledge building and dissemination capacity using modern sources and channels;
  • Good understanding of gender issue and gender mainstreaming in development projects;
  • Good knowledge and self-discipline to adhere to UNDP rules and regulations, Code of Conduct, and Ethics

Required Language(s) (at working level):

  • Proficiency in spoken and written English and Tetun
  • Portuguese is an asset.
