OBJECTIVES OF THE PROGRAMME

The mission of WHO's UHC/Healthier Populations Division is to contribute to reducing health inequalities and reducing preventable disease and injury caused by environmental, social and economic determinants of health. This is achieved through a coordinated inter-sectoral approach aimed at enabling all people to enjoy better health and well-being, in line with the Organization's 13th General Programme of Work (GPW13) and the Sustainable Development Goals. The role of the Department for Environment, Climate Change and Health (ECH) within the overall work of WHO is to promote a healthier environment, intensify primary prevention and to influence public policies in all sectors to address the root causes of environmental threats to health. ECH develops and promotes preventive policies and interventions based on an understanding and an in-depth scientific analysis of the evidence base for environmental determinants of human health.The Climate Change and Health (CCH) Unit provides international leadership through a comprehensive health response to climate change, which enhances population resilience to climate risks, and supports health-promoting climate change mitigation policies.WHO's work on climate change is mandated and guided by a World Health Assembly Resolution (61.19), and workplans approved by the WHO Executive Board. This includes strengthening partnerships to address health and climate change with relevant UN agencies and other actors; providing leadership and raising awareness of the need to protect health from climate risks and the potential health gains from actions that also reduce carbon emissions; promoting and guiding the generation of scientific evidence, including monitoring progress at country level; providing policy and technical support to Member States in the implementation of the public health response to climate change.

DESCRIPTION OF DUTIES

1. Support the mobilization of resources for climate change and health with a specific focus on SIDS and prepared funding proposals to be submitted to multilateral climate donors including the Green Climate Fund and Global Environmental Facility; and to bilateral development agencies, in collaboration with WHO Regional and Country Offices and WHO Central Resource Mobilization. 2. Provide advice and technical support to Member States with respect to climate change and health, through a comprehensive programme of policy and technical support based on WHO's operational framework for building climate resilient health systems, and WHO guidance on achieving health gains from climate mitigation actions.3. Support the development and implementation of curricula, training programmes and workshops for capacity building, knowledge exchange, and institutional strengthening globally related to climate change and health, including through the WHO Academy.4. Support the provision of managerial and technical support for the implementation of multi-country projects across different regions.5. Support partnerships and collaborations with technical departments at HQ, Regional and Country Offices, national counterparts, and donor and development partners (UN and bilateral), as appropriate;6. Contribute to the development, adaptation, application and mainstreaming of tools and guidance for assessing and addressing the health impacts of climate change.7. Perform other duties as required.Main achievements include: SIDS and other vulnerable countries have the guidance, tools, training and knowledge required to access multilateral and bilateral climate finance opportunities; new country and multi-country project proposals on climate change and health developed; Member States and WHO Regional and Country Offices receive high quality and timely technical and managerial support to implement projects on climate change and health, and submit technical and financial reports to donors in a timely and accurate manner; technical guidance documents and training packages on climate change and health developed and used by Member States.

REQUIRED QUALIFICATIONS

Education

Essential: University degree on health, social science or related fields, with an emphasis on environmental health or public health.
Desirable: An advanced degree in public health, with a focus on environmental health and/or climate change

Experience

Essential: Minimum of five years of experience on environmental health, of which atleast three years on climate change and health with 2 years of exposure atthe international level. Demonstrated experience with managing projects and preparing projectproposals on climate change and health.Demonstrated experience in contributing to the development of technicalguidance and/or capacity building materials on climate change and health;
Desirable: Experience working with WHO or other UN OrganizationExperience managing projects.

Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4307 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
