Organizational Setting
FAO's Subregional Office for North Africa (SNE) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). The Subregional Office is a subsidiary of FAO's Regional Office for the Near East and North Africa (RNE).
Reporting Lines
The National Operations Officer reports to the Executive Secretary of Commission for controlling the Desert Locust in the Western Region (CLCPRO).
Technical Focus
Programme development, coordination and operational assistance. Ensure smooth functioning of programme/project operations, consistent service delivery, and continuous evaluation and readjustment/improvement of the operational environment to reflect the FAO evolving needs.
Key Results
Effective and efficient management and coordination of the technical and operational support of the programme and project activities.
Key Functions
• Plans and develops methods and procedures for implementing programme/project; establishes work-plan; appraises reviews and adjusts project proposals to ensure consistency with national, subregional or sectoral priorities and programmes and with available resources;
• Coordinates programme activities in consultation with project personnel, technical, substantive and administrative units, develops schedules, arrangements and methods for the management and implementation of individual projects;
• Reviews reports and records of activities to ensure that progress toward specific programme objectives is being achieved;
• Controls expenditure in accordance with budget allocations; ensures the preparation of reports;
• Participates in reviews and mid-term project evaluations; organizes and conducts briefings and debriefings on projects, with a view to maximising project performance levels;
• Contributes to and facilitates monitoring and reporting on performance indicators;
• Performs other duties as required.
Specific Functions
• Ensures the day-to-day support to CLCPRO work plan implementation;
• Contributes to the consolidation of the basis of the preventive control strategy;
• Contribute to the management of Force d’Intervention dans la Region Occidentale (FIRO);
• Contributes to the development of RAMSES-v4 and eLocust3 and their use by the Commission (CLCPRO);
• Supervises the sustainability of the locust information network at national and regional levels;
• Contributes to the organization of the regional trainings and exchange missions in the 10 member countries of the Commission (CLCPRO) ;
• Monitors the use of the web platform of the Locust Information System of national locust control systems (SVDN) by the Commission (CLCPRO) member countries ;
• Supervises the implementation of the PSMS by the Commission member countries;
• Contributes to the implementation of the communication work plan of the commission.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• National of Algeria;
• Advanced university degree in a field related to business or public administration;
• Five years of relevant experience in office and/or programme/project management, administration, accounting and/or audit, budget or finance;
• Working knowledge (Level C) of the official communication language used for FAO communication with the country (English, French, Spanish, Arabic, Chinese or Russian);
• Working knowledge of the local language (if not English, French, Spanish, Arabic, Russian or Chinese)
• Limited knowledge (Level B) of English (if the main communication language is French, Spanish, Arabic, Russian or Chinese).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in programme/project management;
• Extent and relevance of experience in public administration;
• Demonstrated understanding of the purpose and functions of technical programmes, operational guidelines and programme/project management procedures, preferably those adopted by the United Nations or FAO would be considered an asset.
