Background

To steer reforms at a fast-track pace, the Office of the Prime Minister has set up a Strategic Project Implementation Unit (Integration Unit) as a single information and coordination point supporting the head of Government in reaching evidence-based policy decisions through the previous project “Management of Citizen-Centric Policy Measures – Office of the Prime Minister”. This project has its continuation through new Development Services Agreement between the Government of Serbia and UNDP (January 2020 – December 2024). The agreement provides a framework for services requested by the Government, for ongoing initiatives of the Government, for which it bears full accountability. Most development services envisaged under the Agreement relate to support to policy making through research, advocacy or policy alternatives, aimed at fulfilling priorities as articulated in the Government plans, presented before Parliament, and in line with progress in achieving the Sustainable Development Goals.
 
A new team of advisors within the Integration Unit is being established for Human Development. The purpose is to provide advice to the Office of the Prime Minister in developing a comprehensive Government program to develop human capital in response to demographic change. The team is tasked with designing and operationalizing the program, with support of the UNDP Accelerator Lab, UNFPA, and other partners in the public, academic, civil or private sector.  
 
Serbia is going through a period of deep demographic changes whose most important outcome is depopulation. The Statistical Office of the Republic of Serbia estimates that in the year 2020 Serbia had 6,945,235 inhabitants. Compared to 2011, this marks a decrease of 291,284 inhabitants disregarding emigration (on which estimates vary widely). In all variants of population trends projections, Serbia's population will continue to decrease. The effects of the COVID-19 pandemic on this issue could be diverse, either temporary or lasting, adding a layer of uncertainly. The depopulation trend stems from three basic causes: low birth rate, relatively high mortality rate (higher than in developed countries) and a negative migration balance.
 
Successfully addressing this serious regional challenge requires a broader approach than stimulating childbirths and managing migration. Responding to demographic change should generate an integrated approach to the development of human potential in society, while ensuring public policies adapt to new demographic realities - including ageing, urbanization, disparate regional development, new forms of migration. UNDP is supporting the Government of Serbia to develop a response based on cutting-edge thinking on transformative change in complex systems. The team will work on shaping a new policy framework for demographic change through human capital development, including through experimentation and innovation, developing new financial instruments, and local stakeholder engagement. The approach should recognize population policy as part of the future-readiness of societies, intersecting with the impact of technology, climate change, and other macro trends that will shape our future. 
 

Duties and Responsibilities

Providing specific policy advice and support to the Prime Minister’s Office related to the depopulation program; ensuring that issues are identified and addressed; progress and results reporting:

  • Contribute to continual expansion of the knowledge base on depopulation, including through identifying, collecting and analysing relevant information and data and establishing new partnerships with knowledge brokers.
  • Prepare inputs to relevant strategic or policy documents in relevant areas of expertise, including through collecting and managing knowledge emerging from the implementation of the program.
  • Conceptualize and coordinate the establishment of a designated fund to seed local portfolios on depopulation.
  • Provide inputs for appropriate institutional arrangement for the depopulation fund, based on an assessment of local needs and the relevant legal and institutional environment.
  • Develop a resource mobilization plan for the depopulation fund.
  • Develop work plans and project reports and present them to the PMO and Project Board for review/approval.
  • Provide recommendations about relevant existing national initiatives that should link to or be part of the depopulation program.
  • Identify funding opportunities for the sustained financing of the program. Map the needed investments and provide recommendation for appropriate funding sources (including Government and donor funding).

Maintaining regular communication with stakeholders and building networks:

  • Maintain good cooperation and coordination with line ministries, project partners and other relevant stakeholders.
  • Support establishment of a broad policy dialogue around demographic change on the national and local level.
  • Establish record with contacts, pursue networking and facilitate the growth of a policy ecosystem around responding to demographic change, including national and local civil society, the academic community, private sector, and media.
  • Maintain good cooperation with a broad range of development partners, with a special focus on the EU.

Provide support to knowledge building and knowledge sharing:

  • Design, apply and iterate mechanisms for continuous learning, both thematic and methodological, socialize learnings among partners and stakeholders, and feed insights back into the depopulation program;
  • Support activities related to assessing capacities and needs of government organizations and partners, in close collaboration with national counterparts, at both central and local level;
  • Facilitate team’s learning and knowledge sharing;
  • Perform other duties as required. 

Institutional Arrangement:

The Senior Advisor for Human Development will work under the overall guidance and supervision of the Delivery Unit Coordinator (Technical Advisor – Creative Industries and Tourism).

Travel: 

The position is Belgrade based. Official travels might be requested for performing the functions.

Education:
  • Bachelor’s degree or equivalent in social sciences, humanities, or technical science. 
Minimm years of relevant Work experience: 
  • At least 7 years of professional experience in a senior policy or managerial role, with experience in a governmental, international development, or civil society organization. Significant experience in programme / project management, preferably projects that relate to economic or human development, labor market or skills development, demographics, or local development.  
Required Language(s):
  • Excellent oral and written communication skills in Serbian and English language..
