ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

The World Food Programme (WFP) in Mozambique made the transition to the Country Strategic Plan (CSP) in 2017. Through the CSP, WFP Mozambique established a long-term commitment to build resilience against climate shocks for greater food security and nutrition. This is in line with Government commitments and priorities on Zero Hunger and the 2030 Agenda. To this end, following extensive assessments and project design, WFP started implementation of its multi-year, climate resilience initiative in the provinces of Tete, Gaza, Nampula, Zambezia, and Sofala. This integrated approach to climate risk management (ICRM) brings together the different programming approaches implemented by the Country office (CO), including Food Assistance for Assets, the R4 Rural Resilience Initiative (Conservation agriculture, Village savings and loans, Micro-insurance, Watershed management, Climate services), joining efforts with the work under Shock-responsive Social Protection, and Disaster Risk Financing. In addition, it aims to establish linkages with other on-going Activities, such as emergency response, nutrition, Smallholder farmers Agricultural Market Support,  and School Feeding. The Programme Assistant will support the financial inclusion component of this portfolio, focusing on the promotion of village saving and loan groups, financial literacy, integration with the insurance component, and overall the support to strengthening livelihoods and resilience of smallholder farmers.. The position, based in Tete Field Office, will provide support to other field offices implementing ICRM activities, mainly Gaza and Sofala. This work is to be conducted with WFP internal units, at CO and FO levels, as well as external partners, including government counterparts, UN agencies, NGO partners, and the relevant private sector organizations.

STANDARD MINIMUM QUALIFICATIONS

Education: Minimum Completed Secondary School, preferable undergoing or completed University degree in Social sciences, Finance, Economics, Development, or relevant field of study.
Language: Portuguese is mandatory, working level English is required.

Experience: Four years of relevant working experience with a background and interest in Agri-business, and Financial Inclusion.

Knowledge & Skills

•    Knowledge and experience of financial services, including working with ASCAs and Savings and Loans groups 
•    Sound understanding of risk reserves, prudent risk taking and risk transfer measures
•    Sound knowledge of project cycle, programme and resource management, humanitarian principles and tools, programmes and transfer modalities;
•    Ability to explain projects and operations to counterparts and to communicate   with Government and partners clearly and effectively, both orally and in writing;
•  Ability to translate understanding of programme principles into relevant, effective, and context specific approaches;
•   General knowledge of UN system policies, rules, regulations and procedures

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Resilience and Climate Change Programme Policy Officer and the Head of Field Office, the programme assistant for Financial inclusion will be responsible for the following:

•    Provide guidance on financial services, especially financial inclusion and literacy for smallholder farmers, and other members of the involved communities, under the integrated climate risk management approach (ICRM).
•    Operational backstop and technical support for the prudent risk taking and risk reserves components (saving and credit), including working closely with the private sector and relevant stakeholders to create suitable partnership with financial institutions.
•    Support the Field Offices in the coordination and management of partnerships with implementing partners, subnational stakeholders, and private sector.
•    Supervise and guide service providers of financial services (financial literacy, insurance provider, etc.), monitoring their work, interaction with beneficiaries and with other stakeholders 
•    Build a network and enhance the capacity of key financial inclusion stakeholders, bringing together stakeholders at local level from public and private sector.
•    Ensure the documentation of the saving and credit components and contribute to the preparation of Standard Operating Procedures (SOPs) for relevant stakeholders.
•    Develop, manage and maintain a database of all key information related to farmers engaged.
•    Support regularly reporting progress of activities to the Country office, according to internal and external requirements.
•    Support the development of reporting and communications materials focusing on integrated climate risk management and financial services components.
•    Perform any other activity as required.
