Background

In December 2019 - January 2020 the UNDP/GEF Project “Reducing Maritime Trafficking of Wildlife between Africa and Asia” provided technical support to the Government of Kenya for development of the Proposal to develop an IMO resolution on Guidelines for the Prevention and Suppression of the Smuggling of Wildlife on Ships Engaged in International Maritime Traffic (FAL 44/18/1). The proposal was approved by the IMO’s Facilitation Committee (FAL 44) in September 2020 and endorsed by the IMO Council in June 2021. First draft of the IMO Guidelines for the Prevention and Suppression of the Smuggling of Wildlife on Ships Engaged in International Maritime Traffic was developed by a Working Group, including Kenya Government, TRAFFIC, WWF, UNDP, United for Wildlife Transport Taskforce and the support of the IMO Secretariat. After external review on the Draft by selected IMO member states and relevant private sector and government entities, the Guidelines draft will be further presented and discussed with a wider group of international stakeholders and updated based on stakeholder comments, before submission of the final Draft to the IMO Secretariat in December 2021. To support consensus-building and effective stakeholder consultations for the finalization of the Guidelines draft, UNDP is looking for an International Consultant to lead the organization of an online consultation event/workshop.

Duties and Responsibilities

Objective: Organize an online consultation event (2.5 hrs) to discuss the draft of IMO Guidelines for the Prevention and Suppression of the Smuggling of Wildlife on Ships Engaged in International Maritime Traffic and collect participants’ feedback for inclusion into the final draft of the IMO Guidelines.

 

Target Audience: international stakeholders from maritime shipping sector such as shipping lines, freight forwarders, industry associations, government agencies (Customs, Port Authorities, Wildlife Authorities, etc.), International Organizations, and NGOs.

 

  • In consultation with the Working Group (organizers), design a detailed agenda for the 1 day Zoom multi-stakeholder event (2.5 hours), including session-specific outputs, key messages, questions and methodology, timing and roles of the organizers;
  • Draft session facilitations briefs for pre-assigned breakout facilitators from the Working Group;
  • Run live Q&A clarification and practice sessions for pre-assigned breakout facilitators, to make sure the facilitators understand the session briefs and are comfortable with how to run the breakout, including technical aspects (e.g. screensharing, note taking, running live survey, etc.);
  • Prepare materials for use during the event (e.g. pre-event and post-event survey), guiding and capturing stakeholder suggestions and comments during plenary and breakout sessions;
  • Prepare quick technical guidance documentation for participants (including how to join a Zoom meeting, muting and unmuting, responding to polls, joining breakouts, etc.);
  • Lead technical rehearsals of the events and updating the tech script with any requested/ needed changes;
  • Lead the overall facilitation of the event in close collaboration with the Working Group and ensure effective capturing of stakeholders input;
  • Lead coordination and debriefing with the Working Group after the event;
  • Consolidate all participant feedback into a document that will guide the final edits of the guidelines draft.

 

Outputs:

  • Deliverable 1: Detailed agenda for the 1 day Zoom event (2.5 hours) for multi-stakeholder virtual discussion of the Guidelines with all technical materials for the event (session facilitation briefs, technical script for the event, forms to capture stakeholders input);
  • Deliverable 2: One virtual event organized for international stakeholders;
  • Deliverable 3: Report capturing recommendations and input to be reflected into the final draft of the Guidelines.

 

Payment Method:

  • Deliverable 1 (Detailed agenda for the 1 day Zoom event (2.5 hours) for multi-stakeholder virtual discussion of the Guidelines with all technical materials for the event (session facilitation briefs, technical script for the event, forms to capture stakeholder input) – 40%
  • Deliverables 2 & 3 (One Zoom virtual discussion event organized for international stakeholders, and report capturing recommendations and input to be reflected into the final draft of the Guidelines) – 60%

Required Skills and Experience

Academic Qualifications/Education:

Master’s degree in communication, social science or other relevant fields

Experience:

  • At least 10 years of confirmed and successful experience in facilitation of multi-stakeholder consultations and events, including such groups as government agencies, private sector, international organizations and NGOs through different communication means;
  • At least 3 years of experience of organization of multi-stakeholder virtual events;
  • Knowledge of standard software packages (MS Office, Zoom, Skype etc.);
  • Previous professional experience with UN is an advantage.

Language skills:

Fluency in English, both written and oral, is required.

5. Evaluation of Applicants

The selection of the best offer will be based on a Combined Scoring method – where the technical evaluation (desk review) will be weighted a maximum of 70% and combined with the price offer which will be weighted a maximum of 30%. The 70% rating shall be based on how well the Offer or meets the minimum qualifications/competencies described above.

The technical evaluation will be based on the following criteria with the corresponding points (out of a total 70 points):

  • At least 10 years of confirmed and successful experience in facilitation of multi-stakeholder consultations and events, including such groups as government agencies, private sector, international organizations and NGOs through different communication means (20 points);
  • At least 3 years of experience of organization of multi-stakeholder virtual events (20 points);
  • Master’s or higher degree in communication, social science or other relevant fields (5 points);
  • Fluency in English, both written and oral, is required (15 points);
  • Knowledge of standard software packages (MS Office, Zoom, Skype) (5 points);
  • Previous professional experience with UN is an advantage (5 points).

 

Only applicants with a minimum of 45 points on their technical proposal will be considered for financial evaluation. The following formula will be used to evaluate financial proposal:

p = 30 (µ/z),

Where,

p=points for the financial proposal being evaluated

µ=price of the lowest priced proposal

z = price of the proposal being evaluated

The contract will be awarded to the applicant who receives the highest combined score.

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination, personal security needs and any other relevant expenses related to the performance of services...). All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.
