Duration of Contract: upon completion of initial months with the possibility of an extension for One (1) year subject to satisfactory performance.
 

OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director of the Cluster Office for the Caribbean (COC), the direct supervision of the Administrative Officer, the incumbent will work as the National IT Technician to perform the following tasks:

 

•    In close collaboration with Bureau of Digital Business Solutions (DBS) UNESCO HQ, the National IT Technician ensures ICT related needs are met in the COC. Support management and operations of all ICT infrastructure, equipment and services for the office, ensure that ICT-delivered services and end-user needs are understood and met, and foresee ICT configuration changes. Activities are carried out according to established ICT standards and policies.
•    Provide user support and technical/functional specialist support to the office. Assist users in solving technical problems and investigating elevated issues by confirming the validity of the problem and seeking for known solutions related to these more complex issues. If a problem is new and/or cannot determine a solution, responsible for raising this issue to DBS and/or Regional ICT support and/or local external service provider, as applicable.
•    Implement the rollout of new functionalities, applications or services, systems upgrades and IT infrastructure changes under the coordination of DBS and the Regional ICT officer. Follow up on the installation of systems, network components and software.  Advises on best technical solutions, in coordination with Regional ICT, in order to achieve required standards while taking into consideration local technical constraints. Propose actions for improving ICT services and reducing costs.
•    Perform needs assessment for new applications and modifications to existing ones, make sure the related policies are followed and that every ICT initiative, project, or application is properly registered in the Application Portfolio. Prepare and draft ICT operational, technical, hardware, software requirements and specifications for procurement and invitations to bid. Update and maintain the ICT equipment inventory (hardware and software details).
•    Identify and analyse training needs on ICT related areas for users, mainly on existing corporate applications and desktop tools, and organize the appropriate courses.
•    Liaise regularly with the Office’s Site/Building Management IT-related Service Provider(s) to ensure efficient and reliable operations of the ICT infrastructure and proper implementation of Service Level Agreements. Represent UNESCO at ICT inter-agency meetings and groups at a country level.
•    Additional activities that may be required to ensure the efficiency of the Office’s work.

EDUCATION
•    Completed secondary, technical or vocational school in the field of Information Technology.
•    Relevant certification in hardware and software management.

 

WORK EXPERIENCE
Minimum 3 years of experience in the field of Information Communication Technology (ICT).

 

SKILLS AND COMPETENCIES
•    Advanced skill level with Windows 10 configuration and navigation, Outlook profile/PST setup, network connectivity (wired and wireless), AnyConnect VPN, and general Windows troubleshooting skills.
•    Strong Microsoft Windows and Office skills (Windows 10, Outlook, PowerPoint, Word, and Excel). Office 365 is highly desirable.
•    Excellent knowledge of Microsoft Teams, Zoom and other online communication tools.
•    Technical skills for cloud infrastructure and management, network maintenance, data platform and analytics, security and compliance, website management.
•    Proven experience with compliance to established Office Standard Operating Procedures (SOPs) for installation, security and overall maintenance of IT infrastructure and applications (Ability to understand and follow checklist, guidelines or instructions established by UNESCO)
•    Experience and ability to conduct training of users.
•    Strong analytical, problem-solving skills and timely responses.
•    Ability to establish priorities and to plan, coordinate and monitor own work plan.
•    Ability to work efficiently under pressure and in a multitasking manner, respecting tight deadlines and delivering on the standards required.
•    Strong inter-personal and communications skills, both oral and written, including the ability to communicate effectively on complex technology issues.
•    Ability to work in a team and to maintain effective working relationships in a multicultural environment.
 

LANGUAGES
Excellent knowledge of English.
 

DESIRABLE QUALIFICATIONS

EDUCATION
•    Specialized training/Certification in computer sciences or information technology

 

WORK EXPERIENCE
•    Experience in working as IT Assistant in an International Organization.
