OBJECTIVES OF THE PROGRAMME

The mission of the Universal Health Coverage/Healthier Populations (UHP)Cluster is to ensure healthy lives and enhanced well-being of populations through the prevention of disease, disability and premature death in the WHO African Region. This is achieved by addressing physical, mental, social, environmental and behavioural risk factors and determinants of health, thereby contributing towards attaining universal health coverage and the sustainable development goals. The Cluster identifies and drives the delivery of health promotion and disease prevention interventions, including legislation, taxation,and control of the marketing of unhealthy products to population subgroups.

DESCRIPTION OF DUTIES

The incumbent isassigned the following responsibilities Develop a flexible and innovative resource mobilization strategy and corresponding workplan to ensure sustainable financing for UHP, in close partnership with theWHO AFRO External Relations, Partnerships & Governing bodies (EPG) Unit.Serve as the primary point of contact managing all day-to-day UHP activities related to resource mobilization - including the analysis of funding gaps, management of existing UHP grants/partnerships and development of new grants/partnerships. -In coordination with relevant technical officers, identify funding opportunities, develop strategic funding proposals, grants and donor agreements.In coordination with relevant technical officers, develop advocacy/fundraising materials, such as donor briefs, investment cases and concept notes for potential partnerships. Liaise with EPG to secure required legal and financial clearances for proposals and donor agreements before signature.Oversee implementation of grants received by Cluster units, ensure reporting requirements are met and that high quality, timelyreportts are submitted to donors.In collaboration with EPG, identify opportunities, cultivate, and maintain collaborative partnerships with external stakeholders including governments, civil society organizations, international organizations and Foundations;Collaborate with EPG in conducting research on donors and making this knowledge available to relevant teams in the Region;Foster continuous engagement with otherC lusters, Regions and WHO headquarters to identify opportunities for and collaborate in joint resource mobilization.Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Master's degree or equivalent in social sciences, international relations, political sciences, communications, professional marketing, management, economics accounting, financial management, business or public administration from an accredited/recognized university.
Desirable: Specific studies on resource mobilization, communication, studies on development. Training and/or experience in donor intelligence, proposal writing advocacy, and project management

Experience

Essential: At least seven years' related experience, at the national and international level, in resource mobilization, external relations, partnership building, advocacy and/or grants management. Documented achievements in fundraising activities, especially in the development context.Proven experience in writing and editing proposals, donor reports and related documents.
Desirable: Prior working experience with WHO/UN, development partnership, or with an international nongovernmental organization

Skills

Strong interpersonal and organizational skills with a proven track record of creating, facilitating, and strengthening partnerships. A history of creating innovative funding partnerships. Demonstrated success in resource mobilization, including the ability to conceptualize resource mobilization strategies and approaches. Demonstrated skills in building and maintaining partnerships and bringing together donors and partners to support development initiatives. Skilled in rallying multisectoral collaboration towards the Sustainable Development Goals. Ability to work and produce results under pressure. Good knowledge of the Health in All Policies approach. Experience working in Africa with an understanding of how to drive the development agenda with limited resources. Management and mentorship experience.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4064 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
