General Duties

  • Handle local procurement procedures and related paperwork
  • Coordinate non-local procurement with relevant IRC departments
  • Manage vehicle fleet, including operations and maintenance activities
  • Recommend and arrange additional transport services to meet office and program needs
  • Manage inventory of office supplies
  • Arrange for preventive maintenance and repair of office equipment
  • Oversee SC processes at sub-office level, ensuring adherence to IRC policy, system, and procedures.
  • Provide support and training opportunities as needed about policies and procedures

Procurement

  • Ensure all procurement documentation is prepared according to policy, completed correctly, and has required signatures.
  • Receive and record all PRs from the field.
  • Prepare POs.
  • Check all orders and quotations to be placed and advertised.
  • Prepare and distribute quotation requests to vendors; where applicable, visit vendors to ensure credibility and capacity.
  • Brief suppliers on the specification of goods.
  • Bring procured goods to the warehouse and enter in to stock cards.
  • Prepare paperwork for payments, ensuring documentation is completed correctly and has required signatures.
  • Maintain files.
  • Track PRs, POs, and expenditures as requested.
  • Provide a reliable price list, and organize the procurement catalog.
  • On delivery of assets, ensure they are registered and tagged per IRC policy and procedures.

Personnel

  • Provide technical supervision of staff regarding SC functions at the sub-office level.
  • Provide assistance with staff understanding, implementation, and training regarding SC procedures.

Supplier Management

The role will lead supplier relationships and performance to ensure that Suppliers adhere to Service Level Agreements (SLAs), and that there is precise record keeping. This includes:-

  • Maintaining suppliers files and documentation
  • Monitoring and documenting supplier performance
  • Maintain supplier performance scorecards.

Compliance and Ethics:

You will assist in identifying and analyzing compliance risk in procurement processes and in implementing donor rules & regulations for all procurements by:

  • Implementing due diligence for suppliers, this includes conducting reference checks, supplier visits etc.
  • Providing consistent and constructive support to other departments to ensure compliance with policies and procedures
  • Identifying and reporting procurement red flags across the procurement value chain
  • Implementing corrective action plans (CAPs) in response to internal and/or external audit queries

Reporting:

You will support timely and accurate reporting by:

  • Preparing and submitting accurate monthly reports to the line manager on time.
  • Supporting with developing and updating the procurement plans (assigned) as required.
  • Submitting monthly list of commitments to line manager and other relevant departments
  • Submit periodic procurement tracking report for specific Grants that you are assigned to.

Team Leadership and Development

  • Setting procurement team members' objectives
  • Documenting training needs
  • Ensuring that all procurement staff and counterparts are trained to standard

Other Internal and/or external contacts:

Internal: Regular relationships with program staff, Operations staff and country Supply Chain staff at all levels

External: Vendors and Services providers.

Common Duties

  • Uphold the mission, values, and spirit of IRC in coordinating the project and in interacting with all community members.
  • Follow and enforce all IRC codes of conduct (worldwide and in-country), including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate IRC authority,  and participate in preventative initiatives.
  • Follow and enforce all IRC organizational policies, procedures, and guidelines (worldwide and in-country), including but not limited to personnel, security, communications, finance, procurement, and SC. Report any violations to the appropriate IRC authority.
  • Perform other duties as requested by supervisor.
