UNDP is seeking to recruit a Technical Expert to support the Government of Yemen in the implementation of its National Action Plan (NAP) on Women, Peace and Security (WPS).

The advancement of gender equality and women’s inclusion in Yemen is facing a complex set of challenges, and requires a comprehensive, long-term strategy to be implemented across a range of institutions and processes. United Nations Security Council Resolution (UNSCR) 1325 and its subsequent frameworks identifies tangible and operational steps that individual states can take to advance this agenda. 
 
In December 2019, through Cabinet Decree 75/2019, the Internationally Recognized Government (IRG) of Yemen approved a National Action Plan (NAP) to Implement United Nations Security Council resolution 1325 on Women, Peace and Security. The plan laid out actions that the IRG could take to advance UNSCR 1325’s four pillars, i.e. participation, protection, prevention and relief and recovery, stressing participation at all levels of governance and conflict prevention efforts, in addition to integrating gender sensitivity into protection and relief policies. 
 
Governments seeking to advance the aims of UNSCR 1325 should ensure gender sensitivity across their policies and engagements in order to achieve set long-term goals aimed at transformative change in gendered relations. Inclusivity strategies need to approach gender and inclusion through a comprehensive and integrated strategy with clear and context-specific goals that are informed by periodic assessment and analysis.
 
The overall goal of Yemen’s National Action Plan on UNSCR1325 is to protect women during and after conflict and strengthen their participation in peacebuilding and in economic and social development.
 
The NAP has the following four priorities and goals: 
 
  • Participation: Increase women’s participation in the legislative, executive and judicial authorities, and in the security and army apparatus, in national and international mechanisms on human rights, in the diplomatic corps and in countering conflict and participating in peacekeeping; 
  • Prevention: Establish gender-sensitive early warning systems and increase women’s participation in the prevention of extremism and violence; and operationalize laws and legislation and qualification of police and army cadres in the protection of women against violence; 
  • Protection: Provide health-care, psychological and legal support for female survivors of gender-based violence; develop good practice guidebooks for service providers; implement programmes for the empowerment of women during and after conflict; provide educational services for girls; establish centres for the rehabilitation of women and girls exposed to gender-based violence; 
  • Provision of Relief/Recovery: Respond to the humanitarian needs of the most vulnerable women and girls, particularly the displaced, refugees and victims of violence; provide welfare support; facilitate women’s participation in disarmament, demobilization and reintegration; in relief and humanitarian operations, implement immediate impact programmes to facilitate women’s integration in host communities. 
The implementation of the National Action Plan for Women, Peace and Security (WPS) is coordinated by the Ministry of Social Affairs and Labour (MoSAL). The engagement of all ministries involved in the development of the WPS strategy will be key to ensure a gender sensitive approach to all pillars of the plan, and to the entire peace process and humanitarian response. 

Institutional Arrangement

Under the direct supervision of the Head of the Aden (sub-office) of UNDP Yemen,  and the guidance of UNDP Deputy Resident Representative (Programme) and in close coordination with the Gender Advisor in MoSAL, UNDP Regional Gender Advisor, the Gender Advisor in the Office of Special Envoy of the Secretary General -Yemen and the Gender Advisors of other UN agencies, the team of Technical Experts will act as advisors to the Yemeni government regarding the implementation of its National Action Plan (NAP) on UNSCR 1325. They will provide guidance and capacity building to relevant Yemeni ministries and institutions in close consultation with MoSAL. 
 
MoSAL will coordinate with relevant governmental and non-governmental agencies and the technical experts will contribute towards partnership building with all relevant stakeholders in Yemen and externally, including with civil society partners, and will also contribute to the development of a NAP communication plan. The experts will provide support to the Yemeni government to access budgetary support for the implementation of the plan. They will also develop concept notes for resource mobilization from external donors in support of the implementation of the plan.   
 
The advisory services will be guided by an overall framework for supporting to the Government of Yemen in advancing the WPS agenda. Defining this framework is the first deliverable of this assignment. 
 

Duties and Responsibilities

The Techncial Expert shall work in close cooperation and coordination with an international technical expert, to realize the objectives of the project through a joint team effort. He/She shall support the efforts of the international expert in undertaking the below listed tasks.
 
Preparing an implementation framework for the Plan:  
  • Act as an advisor to the Government of Yemen regarding the implementation of the National Provide guidance and strengthen capacity in the Ministry of Social Affairs and Labour to further develop the logical framework and conceptualize activities.  
  • Work with the Ministry of Social Affairs and Labour and other relevant ministries to identify priority objectives and activities for implementation in 2021/2022. For the identified priorities, work with the relevant ministries and other governmental and non-governmental implementing partners to elaborate plans for implementation, with objectives, outcomes, outputs, performance indicators, activities, responsible entities for implementation, estimated costs of activities, and implementation timeframe.  
  • Contribute to the conceptualization, development and coordination of prioritized activities, including identifying relevant resources, experts and partners for support. 
  • Identify gaps (if any) in the current plan, provide input and advisory support on updating it. 
  • Assist the Ministry of Social Affairs and Labour with the production of yearly reports on the progress of implementation and results achieved.     
Capacity development: 
  • Assess current capacities within the government, with special focus on the leading entity, Ministry of Social Affairs and Labor (MoSAL) and the WPS National Steering Committee and identifying training needs for advancing the WPS agenda. 
  • Prepare a capacity building plan, and adapt existing training tools (manuals and modules). Assist and hold information sessions/ training for relevant entities within the Government on WPS, to promote awareness of entities and institutions about the benefits of women inclusion in peace and security and other related aspects including programmes to ensure women’s representation and participation in key government, security, judicial and administrative bodies in line with the NAP. 
  • Make recommendations on how to include and build the capacity of civil society in order to effectively support the implementation of the NAP.
Partnership Building and Support to Resource Mobilization:
  • Support the WPS National Steering Committee with networking and establishing links with other WPS Steering Committees in the regional or beyond, to exchange ideas and experiences.
  • Liaise with potential donors with the purpose of identifying relevant projects, advise on partnership opportunities and financing mechanisms.
  • Develop concept notes for potential projects supporting WPS.
  • The international expert will periodically report on activities carried out and progress

  • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver.
  • Proven ability to write technical documents, papers and presentations. 
  • Ability to develop and maintain good working relationships within interdisciplinary teams in a multi-cultural environment.
Desired additional skills and competencies: 
  • Experience working with the UN system is an asset.
  • Experience working in the Arab region is an asset.
 

Required Skills and Experience

Academic Education:
  • A Master’s degree or equivalent in WPS, gender studies, public administration, human rights, peace studies, social sciences, or in any related area are required.
  • A bachelor’s degree with additional two years of experience may be accepted in lieu of a master’s degree.
Minimum years of relevant Work experience:
  • At least 5 years of progressively responsible experience for (a master’s degree holder or 7 years of experience for a bachelor’s degree holder) in designing and managing complex and multicomponent programmes with national partners.
Required Language(s) (at working level) :
  • Fluency in English and Arabic language is required. 
Travel:
  • The Technical Expert may need to travel within Yemen as required by the tasks.
