National Consultant on Strengthening of Human Resources for Health Information System in Ukraine towards implementation of National Health Workforce Accounts

1. Purpose of the Position

The recent health reforms hold the promise of health system transformation in Ukraine but need strong support to secure results. For many years, the Ukrainian health system has underperformed in terms of the Universal Health Coverage and Sustainable Development Goals in providing access to quality care and financial protection to the Ukrainian population. Based on the vision laid out in the Health Reform Strategy for 2015-2020, major health reform was initiated in 2017, starting with the adoption of the health financing law.

In 2020, WHO supported MoH to assess the rehabilitation situation in Ukraine; the resultant Systematic Assessment of Rehabilitation Situation report extensively references the existing and emerging rehabilitation workforce. At the end of 2020, the President of Ukraine signed the Law 1053-IX “About rehabilitation in Health Care” which further addresses human resources and other aspects of rehabilitation within the health system.

WHO has been actively engaged in the health reform process, which is at critical juncture and needs further bolstering to sustain gains and advance further.The inherent difficulty of the process of large-scale reform implementation is compounded by the misalignments and gaps in data collection and health information system. It is essential for policy-makers to have a reliable and clear picture of how health is distributed in a given population, and what indicators contribute to or reduce opportunities to be healthy.

WHO has a long tradition of providing support to Member States to strengthen their health information systems (HIS). One of the tools for this is the Support tool to assess health information systems and develop and strengthen health information strategies, which was published in 2015. Health workforce is at the core of the health system and thus information about the health workforce as part of the National Health Workforce Accounts (NHWA) will support the government of Ukraine in improving planning and evidence-based policy decision making, which will help in progressing towards UHC.

Given the current needs and capacities, WHO requires support from national incumbent in responding to these challenges to deliver the tasks described.

2. Organizational context

The incumbent will work within the WHO country office in Ukraine under the overall guidance of the WHO representative and the Adviser on Health Policy and in cooperation with WHO EURO Health workforce and service delivery Unit.

3. Description of duties

Objective 1: Desk review of Human resources for health information system (HRHIS) in Ukraine
• review the HRH strategies, plans, and existing reports to better understand the available HRH data sources and HRH data, the HRH data gaps and data flows.
• Review the website and reports of institutions owning and sharing HRH data.
• Review the governance and legal frameworks for HRH data collection, sharing and utilization in Ukraine.
• Conduct key informant interviews with leaders of key professional associations including rehabilitation workforce.
Objective 2: Support the WHO in engaging with Ministry of Health and other stakeholders towards HRHIS improvement process
• Jointly with the CO team meet relevant officials from MoH to sensitize about the importance of improving the HRHIS.
• Identify a MoH focal point person and/or department in charge of leading the process of improving the HRIS.
• Support MoH in setting up multi-stakeholder task force to coordinate and steer the HRHIS assessment.
Objective 3: Provide inputs into the assessment of the HRH information system
• Support WCO in conducting a mission by international consultants and WHO EURO to review the human resources for health information system, including identification of HRH data governance structure, data flows, HRH data sources (including rehabilitation) and the analysis and use of HRH data for policy decision making.
• Provide inputs into mission report and into the assessment report.
Objective 4: Develop a roadmap and implementation plan for the development of National Health Workforce Accounts through the strengthening of existing Integrated HRH information system
• Provide inputs and finalize the roadmap and implementation plan co-developed by WHO and MoH.
• Coordinate with the MoH focal point and HRIS task force to provide inputs into the draft roadmap and implementation plan.
Deliverables
• Desk review of HRIS by 30 October 2021.
• Assessment report of the HRIS (coordinate with the WHO EURO team) by 30 November 2021.
• Written inputs into draft health information assessment by 30 November 2021.
• Draft roadmap and implementation plan for the development of National Health Workforce Accounts through the strengthening of existing integrated HRH information system by 31 December 2021.

4. Recruitment Profile

Functional Knowledge and Skills

Essential: Knowledge of the health information system and health workforce situation and HRH data in Ukraine, writing skills.
Desirable: Proven experience in publication on this topic

Education Qualifications

Essential: Bachelor degree in Medical, nursing or health related area, public policy, health information systems, human resources, education, or related fields

Experience

Essential: 5 years’ experience in health sector in Ukraine, especially in the public sector working on health information systems
Desirable: Experience working with national authorities, Ministries and other regulatory agencies

Languages

Essential: fluency in English, Ukrainian
Desirable: working knowledge of Russian.

5. Contract duration

October – December 31, 2021.

Kyiv, Ukraine.

7. Travel

No travel envisaged.

8. Remuneration and budget (travel costs excluded)

For this consultancy a fixed amount is determined (3600 USD for 20 days per month).
