Ethics Officer / Senior Ethics Officer

The Ethics Office, headed by the Chief Ethics Officer, contributes to policy development and policy compliance, and provides advice on all matters relating to ethics at AIIB to ensure that Board officials and Bank personnel observe and perform their functions consistent with the ethical standards required by the Code of Conduct for Board Officials and the Code of Conduct for Bank Personnel respectively. The Ethics Office also promotes awareness of the ethics mandate of the Bank and provides tailor-made training to various units.

 

Reporting directly to the Chief Ethics Officer, the Ethics Officer / Senior Ethics Officer will assist in the overall management of the Ethics Office. The Ethics Officer / Senior Ethics Officer supports and assists the Chief Ethics Officer in developing, operationalizing and enforcing AIIB’s written rules and guidance on standards of ethical conduct and in promoting such standards and embedding them within AIIB’s institutional culture.

 

Specific responsibilities include, but are not limited to:

  • Develop, operationalize, and enforce AIIB’s policies, regulations, rules and guidance on standards of ethical conduct.
  • Advise on issues relating to standards of ethical conduct, including conflict of interest, financial disclosure, nonretaliation and respectful work environment.
  • Promote and help embed standards of ethical conduct within AIIB’s culture, including through training and other means of outreach and awareness-raising activities.
  • Supervise, conduct and support threshold assessment/investigations into alleged misconduct by AIIB personnel and board officials.
  • Draft and supervise the preparation of threshold assessment/detailed investigation reports and findings and formulate relevant recommendations.
  • Keep abreast of ethical standards and best practices in other multilateral development banks and international organizations.
  • Liaise with various internal and external stakeholders.
  • Implement training programs/materials to increase awareness and knowledge of proper conduct.
  • Draft reports on the activities of the Ethics Office, for the Chief Ethics Officer to present to the President and the Board, as requested.
  • Develop mechanisms to analyze cases and complaints for the improvement of administrative guidelines and trainings.
  • Undertake such other functions as may be assigned by the Chief Ethics Officer.

 

Candidate requirements:

  • Minimum of 5-8 years of cognate experience (minimum 8-10 years for Senior Officer), at least 3-5 years of which should be in professional ethics and/or investigations within an international organization, the private sector or a financial institution.
  • Demonstrable progression of responsibilities, with a proven track record in providing ethics advisory services, conducting investigations, and drafting relevant policy instruments.
  • Experience in dealing with corporate and/or administrative investigations.
  • Experience in supervising junior staff and leading teams is preferred.
  • Experience in training methodologies and in developing and delivering training is preferred.
  • Strong problem-solving skills, with high analytical and investigative competencies.
  • Ability to perform well under pressure and interact with tact and sensitivity.
  • Excellent command of English, including ability to draft/negotiate technical documents.
  • Master’s or higher university degree in relevant fields such as law and criminology; comprehensive professional experience may be considered in lieu of a master’s degree.
