National Consultant on Health Information System Assessment in Ukraine

1. Purpose of the Position

The recent health reforms hold the promise of health system transformation in Ukraine but need strong support to secure results. For many years, the Ukrainian health system has underperformed in terms of the Universal Health Coverage (and Sustainable Development) Goals of providing access to quality care and financial protection to the Ukrainian population. Based on the vision laid out in the Health Reform Strategy for 2015-2020, major health reform was initiated in 2017, starting with the adoption of the health financing law. WHO has been actively engaged in the reform process, which is at critical juncture and needs further bolstering to sustain gains and advance further. The inherent difficulty of the process of large-scale reform implementation is compounded by the misalignments and gaps in data collection and health information system. It is essential for policy-makers to have a reliable and clear picture of how health is distributed in a given population, and what indicators contribute to or reduce opportunities to be healthy.

The incumbent will work within the WHO country office in Ukraine under the overall guidance of the WHO representative and the Adviser on Health Policy and in cooperation with WHO EURO Data, Metrics and Analytics unit.

2. Organizational context

WHO has a long tradition of providing support to Member States to strengthen their health information systems (HIS). One of the tools for this is the “WHO Support tool to strengthen health information systems: guidance for health information system assessment and strategy development” 1, revised version of which was published in 2021. Given the current needs and capacities, WHO requires support from national incumbent in responding to these challenges to deliver the tasks described.

3. Description of duties

Objective 1: Desk review and draft summary of available documents related to the national health information system in Ukraine:
• Review governance arrangements of data in health and prepare chart and description of current arrangements among stakeholders including legal framework, national strategies, roadmaps and plans.
• Conduct interviews with key stakeholders involved in data collection of health system to assess data standards for interoperability, data privacy, identifiers and data reporting (domestic and international) and examination of the barriers to access to information generated by private providers and providers in parallel health systems (academy of medical sciences clinics and others)..
• Review data collection tools, interfaces and data points and draft summary with list of existing data collection, including the health workforce, census, CRVS, population surveys with health components, disease surveillance systems, health records, records on service delivery capacity and operations.
Objective 2: Preparation for and support to HIS assessment mission visit, together with a team of WHO staff and provide inputs into health information assessment:
• Support WCO in conducting mission by international consultants to review the health information system and provide inputs to information assessment based on the “Support tool to strengthen health information systems: Guidance for health information system assessment and strategy development (2021)”1.
Objective 3: Contribute on the assessment report development:
• Drafting and reviewing report components as needed.
• Summarize the visit’s main findings and recommendations in an HIS assessment report.
• Discuss the draft report with the WHO staff from the Regional Office and the WHO Country Office, and revise report as needed.
Deliverables:
• Review and prepare draft summary of health information system in Ukraine including information on reporting forms, databases, subset of indicators etc., by 30 October 2021
• Prepare detailed plan of activities prior to the HIS assessment mission visit including providing desk review materials, preparing list of stakeholders to be included in the analysis as key-informants and preparing plan of data collection for assessment, by 10 November 2021
• Written inputs into draft health information assessment by 30 November 2021
• Health information assessment presentation to MoH by 31 December 2021

4. Recruitment Profile

Functional Knowledge and Skills

Essential: Knowledge of the health system, health information system and information flows in Ukraine, synthesis of information and policy documents. Ability to process, analyse and interpret epidemiological surveillance data; to apply statistical/epidemiological methods to planning, analysis and evaluation of public health activities.
Desirable: Proven experience in publication on this topic. Abilities to provide sound technical advice to institutions and governments, and to engage senior health policy makers in constructive dialogue.

Education Qualifications

Essential: Bachelor’s degree in public health, health sciences, medical, pharmaceutical, nursing or health related, public policy, or related fields.
Desirable: Master’s degree or higher in statistics.

Experience

Essential: 5 years’ experience in health sector in Ukraine, especially in health information systems and/or data collection/validation and/or quantitative data analysis in public health.
Desirable: Experience working with national authorities, Ministries and other regulatory agencies, leading teams working on health information related projects as part of a national or subnational Health Information System.

Languages

Essential: Fluency in English, Ukrainian
Desirable: working knowledge of Russian

For this consultancy a fixed amount is determined (3000 USD for 15 days per month)
