Job Title: Human Resources Consultant

Type of Contract: Regular Consultant

Duration:  6 months (with a possibility of extension)

Reporting to: Chief, HRMOC Contracts

 

This Vacancy Announcement may also be used to establish a roster of qualified candidates for future HR consultancy assignments in WFP.

 

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

To deliver professional, client-focused HR services, partnering with managers implementing HR solutions in line with WFP corporate priorities.

Under the supervision of the Head, HRMOC (Contracts Branch) and overall supervision of the Deputy Director, HR, the incumbent will deliver a range of tasks, to ensure that employee on short-term and consultancy are effectively supported. Understand the risk related to legal, financial and reputational risks linked to own action and consequences. Expected thorough processing of assigned tasks, displaying a proactive flexible mind-set, embracing a culture of innovation & partnership, complying with procedures, regulations and a strong customer-oriented approach. The Consultant will operate with minimal supervision and provide guidance to junior staff to ensure that operational and project objectives are achieved. Heavily involved in day-to-day activities and analytical work they will advise on low complex issues, applying HR rules, regulations and expertise in making determinations and recommendations across a range of activities.

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

  1. Deliver onboarding process for area and units assigned, which ensures new employees on different contractual status, have a positive experience of WFP and are successfully integrated into their new role and the organization.
  2. Contribute to the effective management of the employment conditions providing sound advice to hiring managers, understanding their needs and operational constraints determining appropriate conditions of service, contract modalities and applicable entitlements in line with policies and procedures.
  3. Contribute in the supervision of support staff acting as a point of referral, monitoring their performance, providing coaching, training, and guidance to ensure appropriate development and enable high performance. Contribute to fostering a self-development culture.
  4. Support and contribute to sound and practical advice on new initiatives and policies that may affect the onboarding process and contract modalities.
  5. Overview monthly payroll processes, monitor performance of data and interpretation of payroll reports.
  6. Ensure that personal records, files, and data integrity are maintained.
  7. Maintain and share knowledge of best practice and support the development and implementation of new/improved HR policies, systems and procedures to ensure they are reflective of legislation, and support WFP effectively.
  8. Act as alternate to other HR officers in the branch during their absences.
  9. Any other duties in line with expertise.

 

QUALIFICATIONS & EXPERIENCE REQUIRED

 

Education

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or another relevant field, or First University degree with additional years of related work experience or training/courses.

 

Experience

Minimum three years of postgraduate professional experience in Human Resources with an interest in international humanitarian development. Additional relevant knowledge or practical experience would be an asset.

 

Knowledge & Skills

  • Knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.
  • Basic analytical ability to compile, maintain and analyze data, prepare reports and draw initial conclusions in support of work carried out by another officer; skills in developing sources for data collection.
  • Good communication skills required to give and receive information and work with a variety of individuals.
  • Knowledge of, or the ability to quickly assimilate UN/WFP specific processes and systems.
  • Ability to review and manage confidential information.

 

Languages

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
