The Republic of Kazakhstan is a partner country of the Partnership for Action on Green Economy (PAGE), a joint initiative of UNEP, ILO, UNIDO, UNITAR and UNDP. PAGE supports nations and regions in reframing economic policies and practices around sustainability to foster inclusive economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. The partnership offers a comprehensive and coordinated package of technical assistance and capacity building services. PAGE offers support for partner countries over 5 years period and the total budget of the programme is over 2,000,000 USD.

The National Coordinator will coordinate PAGE engagement and policy support related to PAGE in Kazakhstan, including the identification of priority areas of engagement, entry points to key national stakeholders and  linkages to important national and international processes (such as the implementation Sustainable Development Goals) in line with PAGE mandate and objectives. The National Coordinator will ensure smooth delivery of PAGE activities, including by identifying opportunities and resolving delivery issues, monitoring the quality and consistency of project deliverables, forging collaboration with national partners, and effective coordination of project resources.
 
The National Coordinator will be hosted at the UN House in Nur-Sultan under a contract administered by UNDP on behalf of PAGE Partners. 
 

Duties and Responsibilities

The National Coordinator will coordinate PAGE engagement and policy support related to PAGE in Kazakhstan, including the identification priority areas of engagement, entry points to key national stakeholders and linkages to important national and international processes, such as the implementation Sustainable Development Goals. The National Coordinator will be hosted at the UN House in Astana under a contract administered by UNDP on behalf of PAGE Partners. The Coordinator will report to the PAGE Focal point (UNITAR) with substantive guidance and oversight provided by National PAGE Focal Point at the Ministry of Ecology, Geology and Natural Resources (in short: Ministry of Ecology) with an operational supervision of the Deputy Resident Representative (DRR), , UNDP, Kazakhstan upon confirmation with UNITAR supervisor. All PAGE agencies will provide feedback to the work of the National Coordinator.
 
Key Functions: 
  • Coordinate the implementation of PAGE work streams in line with PAGE objectives and Government priorities
  • Support the national PAGE Technical Committee
  • Build cooperative relationships with key government ministries and international PAGE partners
  • Ensure the quality and consistency of the PAGE programme in line with Government priorities and  the Partnership goals
  • Organize PAGE events in Kazakhstan and work to establish PAGE as an effective partner
  • Effectively coordinate work planning, reporting and implementation 
Coordinate the implementation of PAGE work streams in line with PAGE objectives and Government priorities, including:
  • Green Economy Modelling and Policy Assessment; 
  • Actualization process of Green Economy Concept (GEC) in Kazakhstan, with linkages to the overhaul of the environmental code and the Low-Carbon Development Strategy (LCDS);
  • The SDGs integration process into the national development planning;
  • Green recovery from the pandemic and oil crisis;
  • Policy development and implementation in various sectoral and thematic areas, such as, waste management, energy efficiency, green finance, and others.
Support the national PAGE Technical Committee including: 
  • Work closely with Ministry of Ecology and other stakeholders in organizing the meetings of the Green Economy Council and its working groups and participate on behalf of PAGE;
  • Work closely with national PAGE Technical Committee to establish PAGE as an effective and reliable partner;
  • Engage with national stakeholders, when needed by the Government, in establishing an inter-ministerial sustainable development coordinating mechanism;
  • Participate in the meetings of Working Group on SDGs, LCDS, GEC, NDC and others, on behalf of PAGE.
  • Build cooperative relationships with key government ministries and international PAGE partners
  • Engage with Ministry of Ecology and relevant key ministries including Ministry of Energy, National Economy, Industry and Infrastructure Development, Agriculture, etc.;
  • Work closely with international PAGE and other development partners engaged in inclusive green economy and sustainable development; In particular, cooperate closely with UNDP’s SDU team to build new partnerships and develop new project activities; 
  • Work closely with in-country delegation of PAGE funding partners, ensuring alignment between PAGE work and their priorities;  build collaborative partnerships ensure complementarity and PAGE sustainability;
  • Regularly provide news articles about PAGE activities in Kazakhstan for the global PAGE website;
  • Coordinate PAGE communication and outreach at the national level, including by: advocacy and mass media outreach activities, writing success stories, newspapers coverage, PR campaigns with the goal of keeping PAGE and green economy visible in national media.
 
Ensure the quality and consistency of the PAGE programme in line with Government priorities and the Partnership goals
  • Develop a sustainability plan for advancing green development in Kazakhstan beyond the core PAGE support period;
  • Identify and assess new opportunities for green economic transformation within the core offer of PAGE;
  • Propose updates to PAGE logical framework and priority areas of engagement;
  • Coordinate resource mobilization efforts to initiate a green development programme with a larger funding base, going beyond the current partnership;
  • Assess and identify new project opportunities and entry points in the area of green economy, based on review and analysis of specific country development plans and priorities, socioeconomic data, reports and other relevant country information;
  • Work closely national stakeholders responsible for reporting on SDGS and Paris agreement to ensure PAGE work is aligned and contributes to their needs. 
Organize PAGE events in Kazakhstan and work to establish PAGE as an effective partner 
  • Lead the organization of a high-level PAGE workshops, thematic trainings, stakeholder consultations and other PAGE events.
  • Ensure smooth delivery of PAGE events in line with set objectives and in close collaboration with  government representatives, other national stakeholders and major international actors.
  • Represent and promote PAGE as an effective partner at national and international events.
Effectively coordinate work planning, reporting and implementation of PAGE work in Kazakhstan
  • Coordinate activities implementation, including: experts’ ToRs development, evaluation/hiring process support, provision inputs to experts’ reports/documents developed, contribution to the discussion/approval by focal point of provided documents;
  • Develop the annual work plan and budget for PAGE, in collaboration with PAGE lead agenecy, PAGE inter-agency group, and PAGE Secretariat;
  • Monitor the effective use of financial resources and initiate budget revision; ensure the accuracy, reliability, and timeliness of financial reports;
  • Develop an annual progress report for PAGE activities in Kazakhstan in consultation with national and global partners;
  • Monitor the implementation of programme components, analyse problems that hamper implementation and taking appropriate measures to ensure timely delivery of outputs and the achievement of PAGE objectives;
  • Lead resource mobilization activities building on PAGE objectives and results, and aiming at scaling up and replication of work.

Impact of Results
 
The PAGE national coordinator ensures the effective coordination, implementation and engagement of national and international actors in Kazakhstan which ultimately leads to creating enabling conditions for green economy policy transition.

  • Mechanism for coordination and collaboration on PAGE work streams established;
  • Inter-ministerial meetings on green economy related issues organized with PAGE support;
  • Close engagement and partnerships build with with relevant ministries, stakeholders, PAGE partners and Secretariat;
  • High-level PAGE events with participation of government and development partners organized and supported (such as the Green Economy Council meetings);
  • PAGE contribution to key strategic national documents enabled;
  • PAGE support for greening national and sectoral policies enables;

Required Skills and Experience

Education:
  • Master’s Degree in Ecology/Environment/Social Sciences and other related fields (or Bachelor's degree with additional two years of relevant working experience).
Experience:
  • 9 years of relevant work experience at the national or international levels in an area related to green economy;
  • Extensive experience in project management, strong analytical, presentation and reporting skills;
  • Technical knowledge in the field related to low carbon development, circular and green economy, good knowledge of institutional and regulatory system in Kazakhstan;
  • Experience in managing /supervising a team of national or international staff;
  • Knowledge of UNDP project implementation procedures, including procurement, disbursements and reporting and monitoring is an asset.
Language Requirements:
  • Proficiency in English and Russian and/or Kazakh language is required.
