OBJECTIVES OF THE PROGRAMME
The objective of the post is to implement WHO country office's Health Policies by effectively monitoring WHO program activities and responsibly providing risk analysis on the threat environment, simultaneously providing technical guidance in line with the UNSMS to improve the security and safety of WHO staff in the country office.DESCRIPTION OF DUTIES
1. Collect, update and disseminate information regarding the security of WRO and sub-offices, as well as all staff and non-staff through the following:a. Compile and verify security information with the Host Government, UNDSS, AFP Security Officers, other stakeholders; to enable proper analysis by the FSO;b. Disseminate security related information to staff and non-staff; utilizing the common UN communication systems. c. Conduct preliminary assessment of Minimum Operating Security Standards (MOSS) for WRO and sub offices; as well as the “threat assessment” of inaccessible locations required for the Poliomyelitis Eradication activities; submit findings to FSO for final assessment and implementation of mitigation measures.d. Report security incidents affecting WHO staff and non-staff, offices and assets on a 24-hour basis. Follow up on arrests and detention of WHO staff members and eligible dependents in line with SOPs.e. Arrange for the training courses on security awareness and preparedness, security briefings, drills and exercises on the Contingency Plans, radio communication training for WHO staff and non-staff including security guards and drivers. Provide security orientation to newly assigned staff members, as instructed by the FSO and in cooperation with UNDSS.2. Maintain the WHO Security Contingency Plans as well as the WHO Warden System, through the following:a. Maintain, update and ensure the implementation of WHO Contingency Plans (Fire Plan, Building Evacuation Plan, etc.) in accordance with the Country Security Plans.b. Maintain WHO Warden System, and administer the Emergency Communications System. Conduct routine radio checks with UNDSS, as appropriate.May be required to visit WHO sub offices and guesthouses to assess their compliance to the MOSS and MORSS for Afghanistan and make appropriate recommendations to the FSO as required.3. MOSS and MORSS Compliance: a. Monitor existing security measures for the safeguarding of staff, visitors, WHO property and premises, as well as the emergency evacuation plans and report any discrepancies to the supervisor.b. Conduct periodic checks to ensure that WHO staff and non-staff are in compliance with the United Nations Security Management Structure for Security Clearances. c. Check that fire safety precautions (fire extinguishers, smoke detectors, information signs etc.) are installed and in good functional order in all WHO premises. Conduct fire drills, bunker exercises and evacuation exercises as deemed necessary by the Field Security Officer.4. Provide general administrative assistance to the Field Security Officer, attends Security Cell Meetings and Security Briefings in the absence of the Field Security Officer, and perform other security related duties as deemed necessary.Achievement Activities Include: --> Timely updates of the WHO SOPs on office security, as well as staff and non-staff lists.--> Timely and prompt dissemination of security advisories, e mails and SMS to staff and non-staff to preserve their safety.--> Monitor, update and maintain records of MOSS and MORSS compliance levels in WRO.REQUIRED QUALIFICATIONS
Education
Essential: Completion of High School education and supplemented by training/courses in security managementDesirable: first level university degree or equivalent in Political Science, Military Studies, Security Management, or a relevant field.
Experience
Essential: At least five years practical experience in security related issues preferably in an International Organization.Desirable: WHO/UN related experience
Skills
OPhysically fit.OStress and time management skills.OKnowledge of UN field security operations and policies is an asset. OBasic First Aid skills. ODriver's license.WHO Competencies

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 18,997 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.ADDITIONAL INFORMATION
