The International Renewable Energy Agency (IRENA) is an inter-governmental organization headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA has 166 Members (163 States and the European Union) that acceded to its Statute, and 20 additional States in the process of accession and actively engaged.
IRENA Innovation and Technology Centre (IITC) is responsible for the provision of the means for an accelerated renewable energy technology uptake, considering national conditions of resource endowment, social and economic frameworks. In accordance with the IRENA Statute, activities in this field include analysis of renewable energy technology policies; dissemination of information and increased awareness; technologies and equipment overview and assessment of success-failure factors; improved pertinent knowledge and technology transfer, and joint RD&D and provision of information about the development and deployment of national and international technical standards in relation to renewable energy.
Background
IRENA supports the enhancement and implementation of national climate commitments through renewable energy. Nationally determined contributions (NDCs) are the backbone of the Paris agreement, signed by the 197 member states of UNFCCC in 2015. NDCs include national mitigation and adaptation actions to reach the Agreement’s long-term temperature goal of limiting global warming to well below 2°C. New or updated NDCs are to be submitted in 2020 and are then to be revised and enhanced every fifth year thereafter.
Assignment
The Consultant will work under the supervision of the Analyst, Renewable Energy Markets and Technology to support the transfer of an energy analysis tool applicable for sub-national energy system analysis. Typical assignments will include\:
- Develop technical documentation that is as detailed and specific as feasible, including backend documentation, source code documentation, and administration documentation.
- Develop functional documentation including technological requirements, the programming and simulation environment, the data environment, and any software or product standardisation that the platform requires.
- Finalize a step-by-step guide for operating the energy analysis tool, complete with photographs, diagrams, and videos.
- Troubleshoot the energy analysis tool software system to ensure that it can be used in a variety of contexts
- Support the identification of new energy analysis functionalities and characteristics, as well as the development of selected functionalities and identify opportunities to enhance system performance and availability.
- Contribute to the engagement of technical stakeholders by sharing technical information.
- Ascertain the timeliness, accuracy, and quality of prepared materials.
- Support the resolution of any technical issues that may develop.
- Migration of selected data and results from existing case studies to the web-based user interface solely for the purpose of demonstrating the tool's capabilities.
- Perform other duties as required.
Objectives and outcome

Support to devise a plan for the gradual transfer of knowledge and operations to the project team.

The work will commence on 01/11/2021. Deliverables due to IRENA should be completed no later than 01/12/2021. They include\:

- Step-by-step operation guide.
- Troubleshoot punch list.

- Support in engaging stakeholders through communicating technical information.
The deliverables will be prepared in three stages, beginning with an inception report, followed by a draught report and finally, a final report. The supervisor will specify the content of the deliverables, as well as their structure before the work begins. Any previous work or documents will be systematically rejected because they do not constitute a deliverable.
Payment
The Consultant is entitled to a daily fee of USD 195 for each day worked. A monthly attendance sheet is to be completed, signed, dated and submitted to IRENA at the end of each active month to allow for the processing of the monthly payment.
The payment can be revoked if the deliverables do not satisfy the criteria outlined in this ToR.
