Background/IRC Summary:  The mission of the IRC’s Resettlement, Asylum, and Integration (RAI) department is to create opportunities for refugees, asylees and other immigrant populations to survive and thrive in America. The US has evacuated thousands of Afghan evacuees who are hosted at military bases around the country. The IRC is providing support on multiple military bases across the country to facilitate the processing and resettlement of this population.

Job Overview/Summary: The HR Officer will lead and facilitate a highly demanding HR operations in one of the eight Operation Allies Welcome locations across the US.  HR Officer ensures the site operations has adequate staffing, provision of orientation/development, access to duty of care and that employees are engaged in an inclusive and safe work environment. The role is expected is responsible for day to day management of all the HR functions.

Major Responsibilities:

·Model, promote and uphold a culture of values as reflected in the IRC way: Standards of Professional Conduct – Integrity, Accountability, Service and Equality and the Respect at work policy

·Provide effective guidance and support to all employees on employee relations, compensation/benefits, and general HR issues

·Liaise with the recruiter to ensure that adequate staffing is maintained for successful program delivery

·Work collaboratively with other HR Officers for the operation to ensure consistent standards across deployment sites

·Manage pre-arrival and post deployment information, onboarding, and exit surveys

·Manage onsite orientation and training of employees, including the development of training materials

·Oversee and communicate staffing assignments and other key messages

·Forecast, identify and communicate staffing and interpreter gaps and needs

·Ensure the safety and wellbeing of deployed staff and interpreters

·Act as a point of contact for safeguarding activities, contextualization of safeguarding activities including roll out or distribution of safeguarding guidance, templates, trainings or other materials

·Updates and share information on safeguarding activities and support staff on safeguarding policies

·Ensure that staff are informed and aware of all duty of care available resources within the organization

·Participate in management meetings

·Perform other administrative duties, tasks and responsibilities as assigned

Key Working Relationships:

Position Reports to: Site Lead

Position directly supervises:Staff Manager and Interpreters Lead

Indirect Reporting: N/A
Other Internal and/or external contacts: Position requires close collaboration management team on site (site lead, deputy program lead, supply chain officer and travel coordinator) and at IRC headquarters. 

Job Requirements:

Education: Bachelor’s Degree in HR Management, Training and/or lived experience in management/supervision. Master’s Degree preferred.

Work Experience:

·At least three years of experience managing staff

·Experience in onboarding staff/volunteers

·Experience in HR policies and practices

Demonstrated Skills and Competencies:

·Ability to perform well in a fast based, emergency response environment

·Experience working in a multicultural environment

·Excellent oral, visual, written and interpersonal skills with evidence of ability to productively interact with a wide range and level of staff and stakeholders

·Positive, forward looking and able to work well in a team-oriented environment

·Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively

Language Skills: Fluent in written and spoken English

Working Environment:

  • It is expected that post holder will perform duties within the military base and occasionally some work being done from the temporary housing/hotel
  • Considering the response nature it is expected that post holder will perform duties 6 days a week including evening work (as necessary) however, working days and schedule will be notified upon hiring
