Background/IRC Summary:  The mission of the IRC’s Resettlement, Asylum, and Integration (RAI) department is to create opportunities for refugees, asylees and other immigrant populations to survive and thrive in America. The US has evacuated thousands of Afghan evacuees who are hosted at military bases around the country. The IRC is providing support on multiple military bases across the country to facilitate the processing and resettlement of this population.

Job Overview/Summary:  The Site Lead will oversee the IRC Afghan evacuee response in one of the eight Operation Allies Welcome locations across the US. He/she will serve as team lead supervising staff, managing IRC’s role as processing lead and representing IRC with the funder focal point and other partners on base. The Site Lead is responsible for ensuring high quality service delivery for clients as they go through the required steps for onward movement to their new homes across the US, in collaboration with stakeholders on site such as the Department of State, USCIS and IOM. The Site Lead is also responsible for the direct and indirect oversight and coordination of all safety and security, supply chain, human resources and other operations functions. He/she will serve as the primary liaison to HQ.

Major Responsibilities:

·Model, promote and uphold a culture of values as reflected in the IRC way: Standards of Professional Conduct – Integrity, Accountability, Service and Equality and the Respect at work policy

  • Lead and coordinate IRC Afghan evacuee processing operations to align with program objectives and strategic goals, in partnership with funder and other processing entities such as IOM, USCIS and medical providers
  • Ensure that operations stay within scope and are implemented in a timely manner, in accordance with processing best practices that promote a positive and dignified experience for clients
  • Oversee communications to staff, HQ and partners and facilitate high level visits and media request as appropriate.
  • Supervise Deputy of Programs andsupport him/her to run a client-centered, data-driven processing team
  • Manage support functions such as HR and Supply Chain, and ensure that staff safety and security is prioritized
  • Ensure that all policies, procedures, and practices comply with IRC, funder and HQ requirements
  • Develop and maintain effective working relationships with interagency coordination teams and stakeholders, including the Department of State, USCIS, DHS, HHS and DOD
  • Provide timely, concise, action-oriented reporting and communications on a regular basis
  • Monitor the security situation, including attending security briefings and maintaining regular contacts with key security focal points in partner agencies
  • Ensure IRC’s Safeguarding Standards and SOPs are in place and functioning

Other internal and/or external contacts: Position requires close collaboration with management team at IRC headquarters and external agencies such as host base officials, DOD, DHS, USCIS, DOS and IOM 

Job Requirements:

Education: University degree in related field

Work Experience:

·At least 5 years of experience in leading field sites in refugee or IDP-hosting countries overseas, refugee processing centers or domestic resettlement programs

·Experience in managing teams

·Experience representing an NGO (preferably the IRC) in a high-pressure, complex environment

Demonstrated Skills and Competencies:

·Ability to perform well in a fast-paced, emergency response environment

·Proven ability to negotiate and work with partner organization

·Proven ability to maintain scope of operations

·Proven team building skills in communication and conflict resolution

·Experience working in a multicultural environment

·Strong operational capacities

·Ability to productively interact with a wide range and level of staff and stakeholders

·Strong computer competency with work processing, spreadsheets and other IT skills

Language Skills: Fluent in written and spoken English

Working Environment:

  • It is expected that post holder will perform duties within the military base and occasionally some work being done from the temporary housing/hotel
  • Considering the response nature it is expected that post holder will perform duties 6 days a week including evening work (as necessary) however, working days and schedule will be notified upon hiring
