Subordinates: DDG MRE Operators, DDG NTS Operators, DDG MRE Mobilisers.

Location: Benghazi with frequent travel to other DRC and DDG offices in Libya (Tripoli and Sabha)

Responsibilities:

Under the supervision of Operations Manager, the NTS/MRE Project Manager is responsible for the overall review, planning and implementation of MRE/NTS operations and it will include:

  • Initiate, plan and coordinate MRE/NTS in targeted communities; 
  • Prepare weekly/monthly/quarterly work plans; 
  • Prepare weekly/monthly/quarterly reports  
  • Provide assistance to Operations Manager in producing concept notes and proposals 
  • Ensure that all reports from the field are properly completed and submitted in a timely fashion; 
  • Ensure timely reporting to the Operations Manager, Head of Programme and other relevant stakeholders; 
  • Carry out needs’ assessment, baseline surveys and data collection in the field  
  • Liaise with local authorities, community leaders, and stakeholders to ensure the smooth running of the MRE/NTS activities; 
  • Supervise the teams and ensure that the tasked MRE/NTS activities are carried out in the field; 
  • Conduct regular Quality Assurance (QA); 
  • Analyze data on contamination collected by the survey teams and provide reports on hazardous areas;  
  • Keep monthly records of MRE/NTS teams’ progress and activities  
  • Ensure that the team has the necessary materials and other equipment to carry out the designated activities; 
  • Any other reasonable task as directed by the Operations Manager.
  • Conduct training for MRE/NTS operators/facilitators, central people in the communities etc.; 
  • Conduct refresher training for MRE/NTS facilitators and ensure the skills of the MRE/NTS operators/facilitators are according to standards; 
  • Maintain good communication with other Mine Action interventions;  
  • Maintain good communication with partner organizations; 
  • Maintain good relationships with other mine action interventions in the area including those involved in survey, marking and clearance to ensure good coordination and shared knowledge. 
  • Manage funds as required. 
  • Any other reasonable task as directed by the Operations Manager

Experience and technical competencies:

  • First Aid course
  • Proven ability to obey obstructions
  • Excellent communication and interpersonal skills
  • Excellent knowledge of non-technical survey and community support activities
  • Excellent knowledge of Mine Action Standards
  • Knowledge of Mines and UXO encountered in Libya and understanding of military operations
  • Good knowledge of clearance and support equipment utilized in demining operations
  • Excellent knowledge of topography and map drawing, basic handling of compass, GPS and digital camera
  • Good knowledge in IMSMA and Bas Camp Garmin. Other GIZ software is an asset 
  • Computer literate, MS Office and DRC Dynamic
  • Good writing skills in reporting
  • Ability to draft proposals and SOP 

Desirable

Education: (include certificates, licenses etc.)

 Higher education – bachelor’s degree in the fields preferably sociology/social science/teaching

Languages: (indicate fluency level)

  • English – fluent both written and oral;
  •  Arabic – may be considered as an advantage.
