Organizational Setting and Work Relationships

The Environment Associate will work closely with colleagues at his/her level responsible for protection, site planning, water and sanitation, shelter, nutrition, education, health, community services and livelihoods. The incumbent will contribute to dealing with all issues related to environment and climate change, including mainstreaming into all sectors and aspects of the country operation.

Regular and frequent discussions between the incumbent and the supervisor(s) are necessary to ensure that the latest best practices and procedures are shared and applied consistently on issues related to environment and climate change. The incumbent may undertake missions to the camps and liaise with field offices on the implementation of environment programmes.

Refugee operations inherently degrade environments because of changes in land use and increased use of natural resources.  It is imperative to ensure environmental mitigation measures are in place to ensure sustainable natural resource use for wellbeing refugees and host communities.

Proactive coordination and collaboration with key stakeholders, including refugees and host communities, is required to synergise resources. Interventions are evidence-based to ensure their appropriateness. Environment and social screening in addition to environmental impact assessments will be required to evaluate the Operation.

The Environment Associate should be capable of working with minimum supervision throughout the project lifecycle in the environment programme. S/he will be instrumental in contributing to the development of specific inputs related to the sector and must meet reporting requirements. The incumbent should be part of the Multi-function Team to ensure that environmental concerns are mainstreamed and taken into consideration in any decision making process.

Duties
- Based on assessments, and in consultation with relevant stakeholders, identify sustainable solutions to address the basic needs of PoCs while mitigating the environmental impact of the interventions.
- Assist with the administration of UNHCR¿s assistance projects in the form of project submissions, revisions and reallocations in the field throughout the project lifecycle, including needs assessments, planning, budgeting, and monitoring of field related activities;
- Assist with the collection of data and information concerning the environmental status of settlements and broader hosting areas.
- Contribute to internal and external reporting commitments, including drafting proposals for environment and energy while ensuring new projects are coherent and visibly complement planned interventions at country level.
- Ensure all responses work toward environmental sustainability for both PoCs and host communities.
- Provide administrative support to Programme in the technical oversight of UNHCR implementing partners to ensure environmental considerations are adequately integrated in technical interventions.
- Stay abreast of new technologies and relevant partnerships related to environment and climate change to more efficiently respond to the needs of PoCs, in line with the Global Compact on Refugees.
- Provide administrative support to training and capacity building activities to address the identified skills and knowledge gaps.
- Perform other related duties as required.

======================================================================================================== There are over 750,000 refugees registered with UNHCR Jordan from over 50 nationalities and origins. Syrian refugees make up over 660,000 of those, while Iraqis come second, followed by Yemenis, and Sudanese. Just 19% of Syrian refugees are being hosted in the 2 main UNHCR camps in Jordan, Zaatari and Azraq, while the rest are residing in urban communities around the Kingdom, as are refugees from other nationalities. UNHCR Jordan has 4 main offices, BO Amman, SO Mafraq (including Zaatari camp), FO Irbid, and FO Azraq. UNHCR provides a number of services to all refugees, including protection, registration, education, health care support, financial assistance, community-based services, and access to durable solutions. UNHCR works closely with the Government of Jordan, UN sister agencies, and partner organizations to ensure the delivery of services and assistance to persons of concern. Under the One Refugee approach, UNHCR strives to provide equal and fair assistance to all refugee communities in Jordan.

The COVID-19 pandemic affected refugees¿ socio-economic situation and increased assistance needs. The operation implements its programmes through innovative use of advanced technology. Community-based protection and access to livelihood opportunities are key to improving resilience within the refugee community.
Due to the global COVID-19 pandemic, UNHCR services were largely affected which resulted in a shift to carrying out most of our activities remotely with minimal impact on the nature of services provided and with maintaining data protection, one of UNHCR¿s main pillars.

The Environment Associate will be based in UNHCR BO Amman office as a part of the Admin team and will work under the direct supervision of the Administrative Officer, P3. 

- Being the only environmental expert in admin team, this colleague will act as a technical support/adviser to the Admin Officer in implementation of the various environmental projects within the office premises across the operation.
- Will coordinate with colleagues within administration and technical units on monitoring of the environmental projects and initiatives, therefore the strong communication and negotiations skills as well as ability to work with different colleagues are very much needed.
- The incumbent of this position needs to have demonstrate ability for networking to ensure that external knowledge and practices are known to the operation.
- The part of the tasks under the work of the Environmental Association will be related in the support provided to the Admin Officer on collecting and monitoring of the relevant data (GGE data). Therefore, good skills on managing data, computer skills are a plus.
- The incumbent will support in managing the ECO ambassador group of the operation and will perform duties of the secretariat for this forum, to support in efforts of administration and technical units to increase awareness & knowledge amongst staffs (i.e., seminars, events, activities, info sharing etc.) Therefore, some skills in organizing events are needed.
- The incumbent will support any environmental initiatives and information sharing platforms in relation to the environmental aspect. Therefore, some drafting skills are a plus.
