Organizational Setting

 

The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises hardware and software platforms, and cloud and externally-hosted services. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.
The Business Solutions Section provides information systems development and support services to IAEA programme areas and to the IAEA as a whole.
The Management Solutions Unit (MSU), which is part of MTIT's Business Solutions Section (MTIT/BSS), provides business IT solutions to meet IAEA-wide management requirements. The MSU is led by a Unit Head, who reports to the Head of the Business Solutions section.

 

Main Purpose

 

The Management Solutions Unit is seeking a solutions architect and technical lead to assist the Business Solution Section with the following projects\:
• modernization of the Power Reactor Information System (PRIS), with a particular focus on PRIS Statistics.
• modernization of the IAEA Web Single Sign-on solution.

The ideal candidate will have a strong background in software engineering and experience in working with agile teams to deliver Web-based software solutions.

The consultant will propose technical solution designs to address clients' business needs, while adhering to organizational technology standards. They will advise development teams on the implementation of software solutions and perform technical quality assurance. They will follow a lean/agile approach for software delivery and work with in-house and external software developers, quality engineers, infrastructure experts and security specialists.

 

Functions / Key Results Expected

 

1.       Develop, estimate, coordinate and deliver software projects.
2.       Specify technical and security requirements for software solutions.
3.       Architect and design software solutions based on .NET-based Web technologies (c#, .NET, APIs, JavaScript frameworks, etc.).
4.       Implement software systems, including acceptance testing, user training and the preparation of technical documentation.
5.       Perform technical quality assurance for software solutions, including code quality assurance and security assessments.
6.       Provide software maintenance and technical advice for existing software systems.

Qualifications and Experience

 

  •  University degree in computer science, software engineering or a related field.
  • A minimum of 7 years of relevant experience in the full cycle of software development, preferably using an Agile approach.  Of which\:
    • A minimum of 5 years of experience in .NET Web Development including ASP.NET, SQL, responsive Web design and JavaScript frameworks.
    • A minimum of 3 years of experience as solutions architect/tech lead on software projects, with an emphasis on defining appropriate software architectures to address clients' business needs, while adhering to organizational standards.
    • A minimum of 3 years of experience coordinating software development teams, with an emphasis on the ability to remove roadblocks, foster collaboration and manage tasks.
  • Proficiency in the .NET framework and coding in C#.
  • Experience in the use of data visualization technologies and tools/components/frameworks to analyze and visualize technical/scientific data will be considered a strong asset.
  • Good oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 340, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
