OBJECTIVES OF THE PROGRAMME

The mission of the WHO's Health Emergencies Programme is to build capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. Within the emergency programme, the objectives of WHO's emergency response team are to support: (1) promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services; (2) coordinating and monitoring emergency health relief efforts under the Aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency; (3) ensuring that critical gaps in the health response are rapidly identified and filled; (4) revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.

DESCRIPTION OF DUTIES

-> During the current emergency and earlyrecovery phase in Syria, support WHE operations in the establishment of standards for the design, organization and functional health programming and operation of health systems based on primary and secondary health care, supporting universal health coverage, integrated health and pharmaceutical services networks including hospitals, integrated reproductive maternal, newborn and child health, public health infrastructure and services.

--> Implement WHO guidance, standards, SOPs and tools, as needed.

--> Provide technical guidance and support the development and implementation of robust health policies, programmes and plans in response to the health emergency for NGOs and the local health authorities.

--> Advise and collaborate on the development,implementation, and evaluation of technical cooperation programs in the areas of health governance, health policy and systems development, health services organization and management supporting universal health coverage.

--> Lead work on contextualized implementation of Essential Health Service Package (EHSP) by sustaining and scaling up localized PHC oriented models of care considering the complex nature of service provision, given the multiplicity of actors, differences in organizational capacity and how organizations deliver services in a setting where there is minimal governance and accountability.

--> Ensure continuity of care at emergencies particularly for people with chronic disorders, pregnant mothers, children under 5 years morbidities and disabilities etc. and provide measures to strengthen referral channels.

--> Contribute to the identification and targeting of health inequities and the inclusion of vulnerable groups to ensure equitable access to quality health services.

--> Contribute to the development, planning, and training of Human Resources in Health aimed at increasing the efficiency, effectiveness and quality of the workforce; organize, conduct, or facilitate capacity-building activities.

--> Coordinate the planning and implementation of the technical activities pertaining to quality of care and the health services infrastructure (nursing, pharmacy, laboratory, medicines, vaccines, and medical diagnostic and therapeutic devices, health information system including vital statistics and medical record keeping) and priority programmes based on the needs of affected populations.

--> Provide technical support to Health Cluster to conduct periodic prioritization exercises to identify inequities and gaps in the delivery of health services as means to design and operationalize PHC activities, recommending appropriate actions and innovative approaches.

-->Initiate WHO supporting projects including technical support to implementing partners; project management and contribute to donor proposals with operations and grant management teams.

--> Design and support implementation research projects to inform programs, Health Cluster partner activities and WHO support through an analytical and systemic approach towards health system strengthening in the ongoing humanitarian response phase; advise on the introduction and transfer of experiences and technologies through capacity-building processes.

-->Provide technical support and leadershipfor COVID 19 response planning.

-->Cooperate with internal team members, health authorities, international cooperation agencies, and non-governmental organizations, and other relevant stakeholders, in order to develop alliances and networks that promote access to quality primary care services for the affected population.

--> Provides leadership and guidance to the Health Systems, ensuring that activities are carried out in a highly professional and timely manner, where needed.

--> Perform any otherincident-specific related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree (Master's level or above) in medicine, public health, health systems/services administration, health management or health related field from an accredited/recognized institute.

Experience

Essential: At least seven years of progressive experience, including 2 years at the international level, in areas related to health systems recovery and development, health services delivery in emergencies, extension of health care services to underserved populations/areas, and developing strategies to overcome barriers to accessing health care services, including essential medicines.
Desirable: Prior humanitarian working experience at field level with WHO, other UN agency, Health Cluster Partners; Recognized Humanitarian Organizations or with an international Non-Governmental Organization with expertise in disaster and health emergencies response.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1130 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
