DRC is leading the Resilient Youth Socially and Economically Empowered (RYSE) consortium, aimed to develop and mobilize a dynamic, powerful, multi-stakeholder initiative/eco-system focusing on empowering at displaced and conflict-affected youth to become the much-needed positive change agents. The vision is to develop a flagship model, in which youth, governments, private sector companies as well as investors and civil organizations together educate, embolden and enable youth to fulfil their critical role in a future Syria and Jordan and to pursue their life ambitions. The key target group are Syrian youth who are displaced and living as refugees in Jordan but also vulnerable young Jordanians who have been massively affected by the conflicts in the region.
DRC Jordan office is looking for IT Coordinator to evaluate existing issues with the IA system and develop a new RYSE IM system to counteract/address all of the issues that meet basic user requirements. This system will be owned by RYSE and accessible to RYSE
About the job
The individual will report directly to Chief of Party – RYSE Consortium. The main duties and responsibilities will be:
Systems Development
- Review existing IM system for Resilient Youth Socially and Economically Empowered (RYSE) project and troubleshoot technical issues related to existing features and current system instances.
- Present and write a report of findings from the review to be shared with the RYSE MEAL teams; the report should include recommendations for system improvements.
- Write detailed specifications and system design for an improved IM system to be approved by RYSE including basic user requirements and user roles
- Develop/design a new IM system for RYSE based on RYSE program design for 3 program objectives and 5 implementing partners that allows for at minimum the following:
- Customized reports at the participant level, governorate level, activity level, and partner level based on RYSE requests
- Training structure based on RYSE requests
- Program management groups based on RYSE requests
- Notifications and alerts for different actions including duplication of participants based on RYSE requests
- Flexible user permissions based on RYSE requests
- Importing of complex surveys that include relevance conditions, calculations, and algorithms based on RYSE requests
- Data exports that can be customized based on RYSE requests
- Online and Offline data collection via mobile application
- Online web surveys
- ODK-based form-builder
- Ability to upload current RYSE data to system
- Oversee data migration from IA system
- Adhere to industry best practices in coding language and syntax, to ensure code is intelligible to all experienced developers Test the IM system using real-life scenarios/use cases and integrate any improvements before the demonstration to a wider audience and before going live.
- Deploy the system according to the personal work plan and budget.
- Write training manuals and conduct trainings for users/staff and produce easy-to-use learning materials.
- Maintain the system once it is up and running, update the maintenance log on a needs basis to inform management of decision-making.
- Work closely with RYSE MEAL teams, in particular RYSE’s Information Management Specialist.
- Develop a RYSE dashboard and allow for deeper data analysis and visualization by a wider audience.
Servers management
- Ensure the servers maintain data in a safe and secure way – that is inaccessible by outside parties.
- Check and respond to the a) Server security issues, b) updates and c) any future need.
- Liaise with third-party hosting server, as necessary
About you
Required / Desirable
- Bachelor’s degree in computer science, software engineering, MIS, or IT.
- Formal qualifications in software programming, development, or coding for various computer languages
- At least ten years’ experience in software development.
- Proven experience in software development, data visualization, and understanding of various computer languages.
- Proven experience in developing a similar system for graduation approach that can be customized for RYSE information management requirements and ability to provide a demonstration of this system as part of the recruitment process. Experience in database configuration and relationship-building within databases.
- Proven experience working with third-party hosting server service providers.
- Proven experience and ability to work under pressure and meet tight deadlines.
Desired:
- Strong understanding of the INGO context.
- Experience tailoring technological solutions to unusual operating environments.
Technical skills
Required:
- PHP Web Development experience (minimum 7 years).
- Web / CMS Frameworks (Zend, Laravel) Experience
- Strong Object Oriented design knowledge and development experience.
- Experience developing and designing RESTful APIs. Ability to design web services at large scale.
- Experience with version control tools.
- Experienced with user interface design preferred AngularJs vueJs
- Familiar with each layer in the LAMP stack from application architecture and system infrastructure points of view.
- Knowledge in Frontend Frameworks
- Experience with caching (memcached, redis, etc)
- Experience with RDBMS especially MySQL/MariaDB
- Experience with MongoDB database especially (JSON format)
- Experience with JQuery
- Experience with CSS3 and HTML5
- Experience with Charting Libraries/Frameworks
- Be familiar with an Agile development environment.
- Eye for detail and identifying problems
- Ability to work in Agile development environment
- Experience with mobile App development preferred “Flutter”
