1.     Organizational Context

 

  1. Organizational Setting

 

The post is located in the External Relations Division (ERD), Global Challenges and Partnerships Sector (GCPS).  The Division is responsible, inter alia, for strengthening WIPO’s relations with the United Nations (UN) System and other Intergovernmental Organizations (IGOs); for providing assistance to various UN and IGO processes;  and for developing institutional partnerships with UN system, private sector, Non-Governmental Organizations (NGOs), and other stakeholders, including Intellectual Property (IP) system users and civil society.

 

  1. Purpose Statement

 

The main role of the incumbent is to assist in coordinating WIPO’s institutional relationship and effective engagement, partnership and interaction with specific UN agencies and IGOs.  The incumbent assists with, inter-alia, Intellectual Property (IP), public health and innovation issues, and on WIPO’s relationship with the World Trade Organization (WTO) and the World Health Organization (WHO).  The incumbent also assists on IP and human rights issues and the work of the Office of the High Commissioner for Human Rights (OHCHR) and relevant bodies.

The incumbent works under the supervision of the Director, External Relations Division.

 

  1. Work Relations

 

The incumbent liaises extensively with other programs throughout the Organization.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Upon request, participate in meetings and expert bodies to identify substantive requirements for WIPO input.

 

b.   Draft reports, analyses and briefings on specific UN and IGO processes of relevance to WIPO’s program of work; analyze implications for WIPO and the IP system and make recommendations to strengthen cooperation.

 

c.   Track and follow up on requests for WIPO’s contributions to the UN and other IGO reports and processes; draft and/or coordinate inputs and facilitate timely delivery. Bring issues of quality to the attention of the supervisor.

 

d.   Manage IGO meeting participation requests, ensuring timely replies including through coordination with relevant Sectors at WIPO and other IGOs.

 

e.   Perform other related duties as required.

 

 

3.      Requirements

 

Education (Essential)

A first-level university degree in law, international relations, political science or public health or a related field.

 

Experience (Essential)

At least three years of professional experience at the international level, including in the field of intellectual property.  An advanced university degree may be accepted in lieu of two years of experience.  

 

Language (Essential)

Excellent knowledge of written and spoken English.

 

Language (Desirable)

Knowledge of another UN official language.

 

Job Related Competencies (Essential)

Strong diplomatic skills, discretion and a proven ability to interact and manage relations with international organizations and other international actors at the UN and IGO processes.

 

Knowledge of the UN system processes and negotiations with particular emphasis on trade and health related matters.

 

Excellent analytical and strategic thinking abilities and sound judgment in applying expertise to highly complex and/or sensitive issues.

 

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the Internet.

 

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the September 2021 rate of 75.9%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
