Background:

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 35 working days.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Transnational Threats Department/Action against Terrorism Unit (TNTD/ATU) is the focal point for co-ordinating and facilitating OSCE anti-terrorism activities. TNTD/ATU contributes to the implementation of the OSCE's counter-terrorism commitments by providing support to the Chairperson-in-Office, the Secretary General and the participating States on anti-terrorism matters and by enhancing co-ordination within the OSCE on related issues.
OSCE participating States (pS) identified CUITP as one of the strategic focus areas of OSCE counter-terrorism efforts. Specifically, participating States committed to intensify efforts in addressing the use of the Internet for terrorist purposes and to identify possible strategies to combat this threat, while ensuring respect for relevant international human rights obligations and standards. They also underscored that effective steps to counter terrorist use of the Internet require strong and mutually beneficial public-private partnerships (PPP) with business community, industry, media, and civil society. In this context, OSCE pS committed themselves to further disseminate lessons learned and exchange relevant information and national best practices to counter violent extremists’ exploitation of the Internet at the national level and OSCE-wide and regional levels. 

To support the OSCE pS in SEE to improve the efficiency of their national efforts to address the threats posed by the use of the internet for terrorist purposes, TNTD/ATU developed an ExB Project # 1102040 “Series of National Table-Top Exercises in South Eastern Europe on Preventing and Countering the Use of the Internet for Terrorist Purposes”. This project envisages the organization, upon request of interested OSCE participating States in SEE, of up to six Table-Top Exercises (TTXs) in the region on preventing and CUITP. 

As part of the Project, TNTD/ATU requires the service of a Lead Consultant to guide and co-ordinate the work of other two experts, and to develop jointly with them a regional package with six scenario-based TTXs on CUITP, one per each country, on CUITP to be held in South Eastern Europe. 

The objective of this assignment is to develop a strategic-level and policy-based scenario package for six three-day national TTXs on CUITP to be held in South Eastern Europe.

Tasks and Responsibilities:

Under the direct supervision of TNTD/ATU, the OSCE field operations in South Eastern Europe and other relevant stakeholders, the selected Lead Consultant will be tasked to guide and co-ordinate the work of other two experts in the joint development of a regional package with six scenario-based TTXs on CUITP (one per each country) to be held in South Eastern Europe:


1.    Leading the development of a regional package with six scenario-based TTXs on CUITP, one per each country (Albania, Bosnia and Herzegovina, Kosovo , Montenegro, Serbia, North Macedonia). The draft package must contain:
•    Six TTX scenario texts each containing a case study
•    Six files with the TTX-related background information
•    Six TTX Facilitators Guidance texts on how to steer discussions about actionable policy responses and recommendations on the subject matter
2.    Liaising with and coordinating the work of other two consultants in the development of the regional package of TTXs;
3.    Tailoring the draft package following the feedback received from the TNTD/ATU and OSCE field operations in SEE, as well as other stakeholders, and submitting the final version of the package;
Note: A highly detailed description of tasks and responsibilities will be available upon identification and selection of suitable consultants

Deliverables:

1) Conduct a desk-based research to collect and review relevant materials, including those prepared by two other consultants and prepare the draft package  
2) Tailor and refine the draft paper following feedback received from the TNTD/ATU and OSCE field operations in SEE, and submit the final version of the package
 

Necessary Qualifications:

•    Second-level university degree in a discipline relevant to one or more of the following topics: social sciences, media and governance, security studies, and/or international human rights law;  
•    A minimum of  seven (7) years demonstrated experience in research and analysis related to the topics “terrorist use of the Internet”, and/or in conceptualizing developing projects related to preventing and countering the use of the ICTs for criminal and terrorist purposes, with specific focus on human rights in the context of countering violent extremism and terrorism online;
•    Knowledge of legal aspects tied to online content moderation practices and relevant regulatory frameworks in South Eastern Europe;
•    Knowledge of policy and practical challenges in counter-terrorism, policing and police reform, compliance with the rule of law and human rights in the context of South Eastern Europe;
•    Previous experience in designing and drafting TTXs with real-case scenarios for training exercises is highly desirable;
•    Professional fluency in English including excellent writing skills; 
•    Knowledge of other OSCE official languages is an asset;
•    Previous experience in international capacity-building assistance, preferably with the OSCE or other international organizations;
•    Flexibility and ability to work under time pressure to meet tight deadlines;
•    Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Remuneration will be based on the applicable fee scale that applies to the delivery of consultancy services by individual
contractors, and shall depend on the complexity of the tasks and deliverables.
