Background:

 

Under its project, Cultivating a Human-Centred Approach Developing Networks of Governance Effectiveness (CHANGE) III, the OSCE Mission in Kosovo (OSCE) supports women in governance to enhance their professional capacities. This training follows the series of thematic trainings organized with the same target group on the subject of public communication, in May this year.  Activities conducted in this vein have been developed from a needs-assessment conducted by the Mission in 2020, through which women working in governance identified their core learning and development needs and interests. Among the needs expressed by women leaders was also that of management trainings, with a particular focus on (i) crisis management and (ii) women’s leadership.

To support women in governance in these learning and development goals, the OSCE  will hire one local consultant to provide the management training, including discussions on crisis management and women’s leadership skills (i.e. basic principles of management, leadership skills; communication and empathy, team work, progressive rapport with the subordinates, case studies of good examples that highlight women’s leadership). The trainings will be interactive, with group exercises conducted throughout the training sessions
 


Objective of Assignment: 

 

To deliver an interactive in-person or online course (depending from the COVID-19 pandemic situation at the time of the trainings), using practical examples on communication with the public including management of crisis in general, contextualised also with the COVID-19 pandemic situation. 


Duration of Assignment:

 

The consultancy will last for 7 days within the period from 15 October to 30 November.


Tasks and Responsibilities:

 

Under the supervision of the Project Manager, the consultant will:

  • Design an agenda and learning materials for the four-day training, comprised of interactive lectures and practical examples on: gender equality and women’s empowerment; building effective teams; motivation and engagement; interpersonal skills; delegation of tasks; communication skills; using digital tools for better time-management; and better crisis management.
  • Additionally, the consultant will provide:

- In the course of the training, a discussion on understanding the importance of considering gender in management and leadership during emergency crises;
- In the course of the training, a presentation of at least two good-practice examples of management and women’s leadership from the region or beyond; 
- Role play on crisis management and communication plan; 
- Delivery of the four-day training (‘learning by doing’ method);
- Develop a tool to measure the knowledge/skills gains of the participants before and after training;
- Preparation of the final report of this activity with clear and concise recommendations.
 


Deliverables:

 

  • By 25 October 2021, prepare the training programme, case study examples and training curriculum in close co-operation with the Project Activity Manager;
  • By 01 November  2021, submit the draft training programme, case study examples, all draft materials, and draft practical examples to the Project Activity Manager for feedback;
  • Within the period from 05 to 30 November 2021, engage in teaching and facilitating in-person or online sessions on management and leadership. The exact dates within this timeframe for delivery of the training will be set once the agenda is finalized;
  • Submit the final report with relevant recommendations.

 

Performance Indicators:

 

  • The materials and presentations -- including practical examples -- are prepared on time and in an appropriate format, and are presented to the Project Activity Manager for final approval at least 2 weeks before the start of the training;
  • At least 70% positive feedback on the work of the expert by participants, as measured by their responses to post-training feedback forms.
     

Necessary Qualifications:

 

  • University degree in management,  gender equality studies and women empowerment
  • Knowledge of local political scene and cultural context
  • A minimum of three years of successful experience as a management and leadership  specialist, including crisis management
  • Experience in training development and training implementation
  • Strong organizational and communication skills
  • Flexibility, ability to work under minimal supervision and deliver under tight deadlines
  • Excellent written and verbal communication skills, and the ability to explain web concepts and public communication to government officials
  • Knowledge of the Albanian and English languages. Knowledge of Serbian language would be an asset.


 

Remuneration Package:

 

Remuneration will depend on the qualifi cations and experience of individual expertsas well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
