1.     Organizational Context

 

  1. Organizational Setting

The post is located in the HR Planning Section of the Human Resources Management Department. The HR Planning Section is responsible for ensuring that WIPO can achieve its mission by having the right people with the right skills and competencies in the right place at the right time.  This is achieved through\:  supporting managers in the design and implementation of HR plans within the results-based management (RBM) framework; recruiting new staff with the skill and abilities that the Organization will need in the future; and helping managers in job design in order to ensure we make the most efficient use of our resources.

  1. Purpose Statement

The incumbent is required to perform a variety of office and HR related tasks to support the HR Planning Section staff in the areas of planning, recruitment, selection and outreach.

  1. Reporting Lines

The incumbent will work under the supervision of the Talent Acquisition Manager and work closely with the Talent Business Partners.

 

2.      Duties and Responsibilities


The incumbent will perform the following principal duties\:
 

a.   Serve as Secretary on Appointment Boards;  this includes convening meetings, arranging interviews, tests and assessment centers, distributing information on the relevant policies and procedures to Board members, preparing and distributing files for the Board's consideration, proposing interview questions and tests, recording the proceedings, maintaining records, carrying out reference checks and preparing the Board's final report.
 

b.   Provide administrative and logistical support on the recruitment and selection process for temporary and fixed term staff; this includes processing applications, carrying out pre-screening based on eligibility criteria coordinating as applicable with the hiring manager, corresponding with candidates, organizing tests and interviews, including travel arrangements where required.  Process related administrative and financial transactions (Daily Subsistence Allowance (DSA), Travel Arrangements (TA) etc.), and monitor and follow up on required administrative actions. Assist with candidate outreach by drafting job slots, targeted campaigns on LinkedIn, other appropriate communication channels, and assisting with searching for candidates for specific profiles.  Providing administration and logistical support to the participation in outreach events such as presentations, webinars and career fairs (virtual and face-to-face).
 

c.   Manage the generic email box (erecruit@wipo.int) reply to general queries (email, telephone), provide helpdesk service and information to internal and external applicants and follow up if required.  Develop procedures to facilitate the processing of these requests and to improve the service to the customer.
 

d.   Produce various reports from the electronic recruitment system, including the following regular reports\: 1) the candidate matrix upon the closing date of each vacancy announcement and 2) the dashboard of ongoing recruitments on a weekly basis for the Head of HR Planning and Talent Acquisition Manager. Proactively propose and generate other reports relevant for the HR Planning team.
 

e.   Provide general office support to the HR Planning Section.  Support includes the drafting of official and routine and non-routine administrative correspondence, organization of meetings and travel of Section staff, preparation of documents, replenishment of office supplies, maintenance of Section's absence calendar, creation of purchase requisitions, processing payments for all HR Planning suppliers and other tasks needed to ensure the smooth functioning of the Section.  Provide support to the Talent Acquisition Manager in the management and coordination of the Junior Professional Officer Program.
 

f.      Provide assistance on the functions of other support staff in the Section during peaks in workload and in times of absence. Perform other job-related duties as required.

 

3.      Requirements

 

Education (Essential)

Completed secondary education with relevant diploma.

Experience (Essential)

At least five years of relevant work experience in the area of human resources, administrative and/or office support. At least two years of experience in recruitment.

Experience (Desirable)

Experience with and knowledge of an ERP system, preferably PeopleSoft.

Language (Essential)

Excellent written and spoken knowledge of English and good knowledge of French.

Language (Desirable)

Knowledge of other UN official languages.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions.

Annual salary (Net of tax)\:  75,234 CHF

Additional Information

Initial period of one year, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.


Dependency allowances

7,939 CHF per year for dependent spouse;  6,398 CHF per year for each dependent child.


Language allowance

Arabic, Chinese, English, French, German, Japanese, Korean, Portuguese, Russian and Spanish\: 4,788 CHF per year for two of these languages, and 3,192 CHF per year for one of them.  The allowance is not payable for the mother tongue or the main working language of the staff member.  The grant of this allowance is subject to examination.  

 

General Service posts are generally subject to local recruitment. Staff in the General Service category is recruited in the
host country or within reasonable commuting distance of the Headquarters.
