ORGANIZATIONAL CONTEXT

These roles are likely found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). Job holders are likely to report to the relevant Director or more senior programme post.

The U.S. Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA) is seeking applications for funding for a Resilience Food Security Activity in Mozambique (Fiscal Year 2022). The main goal of the intervention is to improve nutrition outcomes for children under 2 in Zambezia. 

World Food Programme (WFP) is recruiting for a Monitoring and Evaluation (M&E) Lead for an anticipated USAID-funded project that will work at the individual, household, community and institutional levels to address the underlying causes of food insecurity, malnutrition and strengthen transformative opportunities. This includes a focus on improving food access and incomes through agriculture and other livelihoods initiatives; enhancing ecosystem services through natural resources management; combating under-nutrition, especially for children under 2 and pregnant and lactating women; and reducing and mitigating disaster impact through early warning and community capacity building and preparedness activities. 

JOB PURPOSE

The M&E Lead will provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations. These responsibilities include:
•    Building or strengthening monitoring systems; 
•    Quantitative and qualitative analysis; 
•    Survey and sample design;
•    Effectively promoting evidence-based program management.

STANDARD MINIMUM QUALIFICATIONS

Education:    

Master's degree or above in a quantitative field (economics, agricultural/development economics, statistics, biostatistics, nutrition, applied sociology, anthropology, or other relevant subject) with significant training in quantitative methods.

Experience:    
•    Five years of post-graduation relevant professional experience
•    Demonstrated experience in leading the M&E of a large funded award, with USAID.
•    Previous experience in MEL on a USAID project.
•    Solid understanding USAID’s monitoring, evaluation, and learning processes
•    Demonstrated experience in building or strengthening program/project monitoring systems, quantitative and qualitative analysis, survey and sample design. and effectively promoting evidence-based program management.
•    Knowledge about TOCs, logic models, food and nutrition security indicators, M&E plans, data quality assurance, data utilization, and gender and youth integration into M&E.
•    Experience and expertise in developing and operationalizing a comprehensive M&E plan.
•    Experience working with multiple partner organizations in a consortia, preferred 

Languages:    Fluency (level C) in English language and Portuguese at a minimum,

Elomwe language speakers have an added advantage

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of M&E, the M&E Officer will be responsible for the following tasks:

  • Head the M&E unit in the absence of the Head of M&E, represent M&E in external and internal country meetings. Manage junior staff members providing coaching and guidance as required to ensure appropriate development and enable high performance;
  • Promote and foster collaboration with the government to strengthen the quality and consistency of monitoring, review and learning activities in the field; coordinate and support the planning and implementation of monitoring systems and reviews of WFP interventions;
  • Review and give technical feedback on CO monitoring plans, log frames, budget and M&E framework for new programmes, budget revisions and Conutry Strategic Plan to ensure that M&E systems are focus on measuring results;
  • Represent WFP, and WFP CO (e.g. at CO inter-agency meetings, regional and globale WFP meetings with other NGOs and government agencies) to promote the importance of monitoring, learning and accountability and build partnerships that enhance coordination at the regional and country levels;
  • Train country office colleagues and partners on monitoring techniques, reviews and evidence based programming approaches including corporate policies, guidelines and tools to build capacity of staff, increase awareness on the importance of monitoring and encourage accountability for demonstrating results;
  • Advise and contribute to Country M&E analysis of monitoring data (output, process and outcome) and support the production of reports that inform and provide recommendations to programme; and feed into corporate reports such as standard progress reports (SPRs), Annual Performance Reports (APRs) and donor reports;  
  • Support CO in establishing follow-up mechanisms for the implementation of monitoring and evaluation recommendations; track and record the implementation of follow-up actions;
  • Document good practices and lessons learnt, for organizational learning and improvements e.g. when offices adapt new corporate approaches, the process, the experience and the challenges are documented and shared;
  • Support Country office in testing and adapting new technologies in monitoring so as to improve efficiency including SMS/Voice system , online/web-based reporting, corporate systems,etc
  • Perform other related duties as required
