ORGANIZATIONAL SETTING

As the only specialized organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing. IIEP also includes the IIEP Pole de Dakar and Buenos Aires Offices.

Under the overall authority of the Director of IIEP, the general supervision of the Finance and Administrative Officer - Chief of Section, the direct supervision of the ICT Officer, and in close collaboration with the relevant IT services at UNESCO Headquarters, the incumbent will act as a technician of the IIEP network and thereby resolve ICT-related issues.

OVERVIEW OF THE FUNCTIONS OF THE POST

 

  • Provide first level IT support to all staff and trainees at IIEP via the Helpdesk.  Perform administration of the Helpdesk system.  Diagnose, detect, solve and follow up on IT issues which include but may not be limited to:
    • advising staff on the proper use of software products such as MS Office and Teams
    • data backup and restoration;
    • virus and malware detection, removal and prevention;
    • research and retrieval of data from internal and external sources;
    • troubleshooting services such as printing, Internet connection.
  • Manage the identity and infrastructure management systems of IIEP, including all user network and email accounts.
  • Administer the backup system of IIEP including backup verification and restoration as needed.
  • Manage the imaging and deployment systems used in all IIEP offices to prepare computers.
  • Manage the update service and software deployment tools of IIEP to ensure machines are up to date and are running the latest versions.
  • Respond to users’ questions and needs regarding network access.
  • Provide ICT support to teleconferences, videoconferences and key events.
  • Perform technical functions including hardware and software installations, upgrades and routine repairs.
  • Maintain an up-to-date inventory of software and IT hardware, including administration of the asset registry system.  Manage IT stock supplies and spare parts.
  • Participate and assist in the organization of training of IIEP staff and trainees on ICT issues.
  • Assist in the work of the Associate ICT officer as needed.

Education

  • Completed secondary, technical or vocational school in the field of Information Technology.
  • Relevant certification in hardware and software management.

Work Experience

  • Minimum 5 years of relevant work  experience in the field of information technologies including helpdesk, maintenance of hardware and software, packages and applications.

Skills and Competencies

  • Good interpersonal and communication skills. 
  • Ability to establish good working relationships with a multicultural team and the community at large to facilitate team-work.
  • Demonstrated resourcefulness, initiative, maturity, tact, astuteness and the ability to identify problem areas.
  • Ability and willingness to acquire new knowledge and techniques. Self-development and initiative taking.
  • Fundamental knowledge of processes, methods and procedures and knowledge of Active Directory administration and Powershell scripting.
  • Computer skills and use of relevant software such as MS Office, Visio , MS Teams, Zoom and other online communication tools.
  • In-depth knowledge of Symantec Endpoint Manager, Arcserve Backup UDP, GLPI and  Sharp Kayleigh printing system.

 Languages

  • Excellent knowledge of French or English and good knowledge of the other language.
DESIRABLE QUALIFICATIONS

Education

  • Specialized training/Certification in computer sciences or information technology.

 Work Experience

  • Work experience with MS Exchange, Linux and VMWare.
