OVERVIEW OF THE FUNCTIONS OF THE POST

The opening of the UNESCO Tashkent Office in 1996 created an ample opportunity for the Organization to realize its mission in Uzbekistan, to establish international cooperation as well as cultural and other ties with the country. UNESCO Tashkent Office’s activities consist essentially in providing technical assistance in its fields of competence and organizing awareness-raising and capacity-building activities.
In line with the UNESCO Resource Mobilization Strategy for 2020-2021, UNESCO is strengthening its capacity for decentralized resource mobilization at the field level. Therefore, UNESCO Tashkent requires the services of a consultant to support the office’s fundraising efforts. The 41st UNESCO General Conference in November 2021 will debate and adopt its next medium-term strategy document for 2022-2029 (41C/4) as well as its quadrennial programme and biennial budget 2022-2025 (41C/5). As part of this process, UNESCO field offices will be developing their respective resource mobilization plans with a view to achieve the objectives set out in the programme. The consultant is expected to support UNESCO Tashkent with the drafting of the resource mobilization plan 2022-2025.
The individual will work under the overall and direct supervision of the Head a.i. of the UNESCO Tashkent Office, who along with the related Programme Staff, will provide key inputs and guidance for the consultancy assignment.

2. Objective
The overall goal is to develop an UNESCO Tashkent Office Resource Mobilization Plan that is fully owned by staff members of the Office and contributes to the achievement of UNESCO’s strategic objectives and outcomes in 2022-2025 (41 C/4 and 41 C/5).The objective of this planning document is for internal use and shall inform Tashkent Office staff in mobilizing resources, strengthening existing partnerships with UNESCO and UN family, and exploring partnerships with new partners in the coming years.

 

3. Work Assignment

Under the overall authority and direct supervision of the Head a.i. of the UNESCO Tashkent Office, consultant is expected to perform following tasks for the development of the resource mobilization plan of the UNESCO Tashkent Office covering the period of 2022 – 2025.:
Review relevant documents for a better understanding of the context and UNESCO's programmatic support to the country;
Through participatory consultations with the office staff, assist them in targeting specific niches for UNESCO at national and regional levels. The identification of niches should take into account relevant international, regional and national development strategies and programme needs, modus operandi and relevant funding cycles of potential donors. Propose key messages on the added value and achievements of the Office in each niche area for use in project proposals and concept notes
Analyze and identify potential new partners and resource mobilization opportunities and define parameters and timelines over the life of the programme budget (C5). For each of the above donors/partners, provide:
An explanation of why the above donor would be potentially interested in partnering with UNESCO in the region/countries covered by the Office with reference to their policy or programme priorities, including geographical focus (include a hyperlink to the relevant priorities)
Name and contact details of a donor focal point

Relevant information and analysis on the programming cycle/timeline/entry point for submission of proposals and relevant templates
For potential private partners, provide a preliminary assessment of their alignment with UNESCO's core values
Establish a hierarchy of potential donors to approach based on the likelihood of mobilizing impactful funding on a large scale with the suggested strategy for engagement with priority donors, differentiated according to the type of donor to be approached.
Liaise with UNESCO Bureau of Strategic Planning (BSP in headquarters) and relevant staff to ensure synergy with the Organization's resource mobilization strategies and other related initiatives;
Coordinate donor intelligence gathering, support the strengthening of UNESCO's position within the UN family and strategic partnerships with government, donors, private sector, foundations;
Conduct research and proactively identify opportunities to develop an active pipeline of potential partners, including new partners.
Prepare, present and validate with staff the findings in regular meetings to be organized in coordination with the Head of a.i. Office;
Submit the reports: the partnership and resource mobilization strategy (4 years) and the action plan for the implementation, monitoring and evaluation of the said Strategy. The plan should include at least the elements in Annex I.

Education:

  • Advanced university degree (Master’s or equivalent) in an area of UNESCO’s competencies (i.e. education, international relations, business administration, economics and communications, and related fields).

Work Experience:

  • Minimum ten (10) years of relevant work experience with demonstrable results in the fields of partnership development and resource mobilization
  • Experience in education programme management, fundraising and partnership development, ideally including the elaboration of funding strategies;
  • Knowledge of UNESCO and/or the UN System, global development, official development assistance and private sector aid mechanisms, and philanthropic landscape, including familiarity with major donors relevant for Uzbekistan;
  • Knowledge of the country’s development context, including government priorities and plans.
     

Languages:

  • Excellent knowledge of written and spoken English;
  • Excellent knowledge of Uzbek / Russian;

 

Skills/Competencies:

  • Proven coordination, planning and organizational skills with the ability to establish and follow plans and priorities;
  • Excellent networking and partnership skills with donor, corporate, UN, and international non-governmental organizations;
  • Excellent oral and written communication skills, with proven ability to prepare and draft high-quality documents and reports intended for internal and/or external dissemination;
  • Demonstrated ability to work in a multicultural environment and to establish good working relationships with internal and external partners;
  • Familiarity with the work and general functioning of international organizations and/or knowledge of the United Nations common system.
