Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women’s goal in Timor-Leste is to promote women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. 

 

UN Women, as part of the United Nations in Timor-Leste, contributes to the national efforts to advance gender equality and empowerment of women, as outlined in its Strategic Development Plan 2011-2030, its Sustainable Development Goals Roadmap, and in support of its international human rights and gender equality obligations. Within the framework of the United Nations Sustainable Development Cooperation Framework (2021-2025), UN Women’s programming in Timor-Leste focuses on Women’s Economic Empowerment (WEE), Ending Violence against Women and Girls (EVAWG), advancing the Women, Peace and Security (WPS) agenda and supporting implementation of Normative commitments (e.g. The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), Beijing Platform for Action, and Sustainable Development Goals), mainstreaming gender across areas to achieve these results.

 

Enhancing women’s participation and representation in politics and public decision-making contributes to amplifying voices of women, bringing women’s needs to greater attention and discussion, and improving gender-responsiveness of governance structures. Promoting women’s participation and representation in politics at both national and sub-national levels is one of UN Women’s areas of work as mandated in its inception, recognizing the integral role of women in strong and stable democratic processes. UN Women works to implement Sub-Outcome 5.3 of the United Nations Sustainable Development Cooperation Framework of Timor-Leste (2021-2025) and Output 4.2 of UN Women Timor-Leste’s Strategy Note (2021-2025) in increasing visibility, skills, networks and participation of diverse women in democratic institutions, local decision-making and governance processes, particularly the most marginalized groups facing multiple forms of discrimination, including women with disabilities.

 

Ahead of the forthcoming elections at national, municipality and suco levels in 2021-2024, UN Women is committed to strengthening capacities and skills of local women and men leaders from diverse background in meaningful participation in the elections in Timor-Leste. Towards this end, UN Women will roll out a leadership training programme in Dili and other municipalities (with reference to the essential training resources from the Transformative Leadership in Gender Equality Programme developed by UN Women), and the training aims to strengthen the leadership, communication, networking building and advocacy skills of the current and emerging women and men leaders. The training seeks to enhance their capacity and knowledge to advance gender equality and women’s empowerment, and strengthen leaders’ use of gender-inclusive and transformative leadership principles and practices to address gender biases and promote commitments to gender equality and women’s rights.

 

UN Women Timor-Leste is seeking a National Consultant: Gender Equality and Elections to implement the programme promoting gender equality in elections and enhancing women’s participation in politics, and strengthening women’s capacities and skills to meaningfully participate in the elections in Timor-Leste.

Duties and Responsibilities

Under the overall guidance of the Head of Office and direct supervision of National Programme Officer of Women, Peace and Security Programme and close collaboration with UNDP, civil society organizations and local women’s groups, the National Consultant will provide technical support to implement the programme promoting gender equality in elections, and strengthening women’s capacities and skills in having meaningful participation and representation in the 2021-2024 elections in Timor-Leste.

 

Scope of work and tasks

 

Task 1: Provide technical and coordination support to UN Women to develop, implement and monitor a capacity development plan to enhance skills and capacities of women and men leaders in having meaningful participation in the elections at both national and sub-national levels.

  • Provide support in context and situation analysis of political environment in Timor-Leste, and women’s participation and leadership in politics in Timor-Leste. Conduct research and identify opportunities and details of the forthcoming elections in 2021-2024 in Timor-Leste.
  • Work with UN Women to consolidate and review the training materials for the local women and men leaders’ training, based on the context and situation analysis, and with reference to the Transformative Leadership for Gender Equality (TLGE) training materials.
  • Collaborate with civil society organizations and local women’s groups to identify target municipalities for the training, and to develop, implement and monitor a plan to organize and deliver at least six trainings and/or workshops for local women and men leaders at national and sub-national levels. And monitor the budget plan.
  • Assist civil society organizations in delivering the trainings to local women and men leaders from diverse background, and summarise lessons learnt and discussion from the trainings.
  • Provide administrative and logistics support to the programme team when necessary.
  • Coordinate with UNDP project’s Chief Technical Advisor to ensure that the content, arrangements, and implementation of the trainings and other activities are mindful of the intricate and complex political environment, to mitigate an unintended negative consequence and/or misrepresentation of the project and associated agencies.

 

Task 2: Contribute to the programme’s communications plan design and implementation.

  • Work with the UN Women’s communications team to develop a communications work plan and monitoring strategy to promote equal and inclusive political participation and elections in Timor-Leste.
  • Work with UN Women’s communication team and production team as well as participants from UN Women’s former digital literacy training to develop audio visual materials, social media posts and positive messages to promote women’s rights in political participation as active citizens, voters and candidates, and promote gender equality in elections.

The contract assignment will be from 11 October 2021 to 31 March 2022.

  • An update on the progress against the indicator “# of women, youth[1], and persons with disabilities with increased knowledge and capacity for political participation and representation through training and seminars.”
  • A report to summarise lessons learnt and discussion from the local women and men leaders’ trainings, and to include training participants’ lists.

All deliverables should incorporate UN Women feedback before finalization and all reports and training material shall be presented in English, in electronic version.

 

  1. Schedule of Payment

Payment in full upon final submission of each deliverable and satisfactory outputs/products in accordance with specified requirements.

Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables will be reviewed and approved by UN Women. The period of the review is one week after receipt.

 

  1. Inputs

 

  • The consultant is expected to use her/his own computer.
  • Cost of mobile phone communication and internet connection needs to be covered by the consultant.
  • UN Women will cover costs of travel to the districts as needed, related to the assignment, as well as daily subsistence allowance (DSA) as per standard UN rate. UN Women will also provide vehicle for field visits upon availability.

UN Women team will provide the Transformative Leadership for Gender Equality (TLGE) training materials.

  1. Required experience and qualifications

The Consultant should fulfill the following requirements:

  1. Education
  • Master or Bachelor Degree or equivalent (required education in Law, Political Studies, Gender Studies, Social Sciences, Development or related fields).

 

  1. Experience:
  • A Master Degree with 2 years of experience in promoting gender equality in political participation and enhancing women’s participation and representation in politics, or a Bachelor Degree with 4 years of relevant experience;
  • Proven experience in providing and organizing trainings and workshops on leadership, communications, advocacy skills and capacity development;
  • Experience in working with Government institutions, civil society and local women’s organizations and/or the UN Agencies in promoting gender equality.

 

  1.  Language and other skills:
  • Proficiency in oral and written in English and Tetum languages, knowledge of Portuguese or Indonesian is an advantage.
  • Computer literacy and ability to effectively use office technology equipment, Internet and email.

  3. Financial proposal. The financial proposal shall specify a total lump sum amount per each deliverable, and indicating separately any travel, per diem and administrative fees. The lump sum costs must be accompanied by a detailed breakdown of costs calculation.

  1. Evaluation

 

Applications will be evaluated based on the Cumulative analysis.  

  • Technical Qualification (100 points) weight; [70%]  
  • Financial Proposal (100 points) weight; [30%] 

 A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation: 

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.  
  • The total number of points allocated for the price component is 100.  
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. The above lump sum costs include all administration costs and expenses related to the consultancy. All prices/rates quoted must be exclusive of all taxes. The lump sum costs must be accompanied by a detailed breakdown of costs calculation including daily professional fee.
