Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The Strengthening capacity to promote gender-responsive investments in the provision of decent care services in Thailand project promotes an integrated and gender-responsive approach to investments in the care economy, addressing both the supply and demand sides and identifying and addressing gaps in policies, investments, service provision, skills and decent work. COVID-19 has hit women harder – and has increased their already disproportionate share of unpaid care burdens due to lockdowns, home schooling, etc. The project promotes the strategic need for accessible, professional, affordable public care options, while also promoting decent jobs in the care sector and improving working conditions and social protection coverage of vulnerable care workers.  Further, promoting a comprehensive approach to care economy in Thailand proposes a ‘build back better’ solution, and potentially generates new jobs. This work builds on ongoing efforts to expand social security coverage to informal care workers and by improving skills and working conditions of marginalised groups of workers in particular sectors.  

 
This Project aims to provide ILO Constituents with an integrated approach to investments in the care economy (childcare and long-term care), addressing both the supply and demand sides and identifying and addressing gaps in policies, investments, service provision, skills and decent work. The Project’s three-pronged approach identifies service gaps and required investments in childcare and long-term care services, including opportunities for employment creation potential, while advancing policy dialogue and action in this key area; promotes enhanced social protection for vulnerable care workers (mainly informal domestic workers in the care economy) and; contributes to upskilling and recognising skills competencies required for professional childcare and long-term care jobs thus further valuing care work and improving domestic workers’ conditions. The strategy will demonstrate to tripartite constituents and other key stakeholders, the viability, benefits and knock-on effects of care investments on the economy, society, gender equality, job creation, working conditions and women’s labour force participation, through social dialogue. This policy dialogue will increase the likelihood that care service provision and investments will be prioritised and increased.   

 

The National Project Coordination will be responsible for managing the implementation of the various components of the Project and ensure its linkages to other relevant, ongoing ILO programmes. He/she will ensure that the Project contributes to and leverages ongoing ILO country interventions on social protection, skills development and gender equality under the framework of the DWCP.

 

The National Project Coordinator will report directly to the Senior Specialist on Gender, Equality and Non-Discrimination, under the delegated authority of the Director of the ILO Decent Work Team for East and South-East and the Pacific and the Country Office for Thailand, Lao PDR and Cambodia (DWT/CO-Bangkok). The incumbent will coordinate activities under the technical guidance of the Senior Social Protection Specialist, Skills Specialist and Senior Gender, Equality and Non-discrimination Specialist, and in collaboration with the DWT/CO-Bangkok Programme Officer. 

Description of Duties

The National Project Coordinator will be responsible for the management of the three components under the Project, including the design, supervision and monitoring of all activities required for the achievement of project objectives and their related outputs, in accordance with the respective project implementation plans.

1.    Ensure effective coordination, implementation, monitoring and evaluation of the different Project activities, in accordance with the policies, programme strategies, programming guidelines, administrative and financial procedures of the ILO. 

2.    Prepare periodic and ad- hoc progress notes on the status of the Project’s implementation and establish coordination with concerned tripartite and other partners in Thailand, relevant UN agencies in order to ensure stronger sustainability of the outputs.

3.    Lead the preparation of progress reports and gather inputs from technical specialists.

4.    Identifying suitable external collaborators and contractors for conducting certain project activities under the Project, draft gender-sensitive terms of reference, prepare work plans, costs estimates and provide support for preparing contracts. 

5.    Coordinate and plan the organization of conferences, seminars, workshops, training sessions and meetings, in close collaboration with Technical Specialists and main stakeholders.

6.    Prepare briefs, periodical reports and statistical data on social protection, including social health protection, and contribute to the production of training and advocacy material both in English and in Thai. 

7.    Translate into local language(s) and / or edit translation of technical material, news releases, official correspondence, statements, speeches and other documents.

8.    Assemble and edit basic data required for planning and negotiation of Project activities, Follow-up on documents, clarify information, and answer questions about clearance and processing requirements.

9.    Brief ILO specialists and Programme Officer on progress and raise any emerging blockages to the Project’s implementation in a timely manner.

10.    Identify and implement synergies and efficiencies with Thailand Decent Work Country Programme, and related in-country projects, to enhance the impact and sustainability of the Project.

11.    Perform other duties as may be assigned by the supervisor.

Required qualifications

Education

University degree in a relevant field, preferably in development studies or social sciences.

Experience

At least three years of relevant professional experience at the national level preferably in the area of project management, work experience collaborating with the Royal Government of Thailand, Workers’ and Employers’ organizations, civil society, UN Agencies and other stakeholders will be advantage.  Experience in at least one of the three areas of the project (Social protection, Skills and Gender Equality and Non-discrimination) would be preferred. Proven ability to promote gender equality through project work.

Languages

Excellent command of English and Thai.
