OBJECTIVES OF THE PROGRAMME

The Investigation Team (INT), under the supervision of the Team Lead - Investigation Operations, manages and conducts investigations of alleged wrongdoing (including areas of specialist investigation practices such as SEA and sexual harassment investigations, as required) and conduct sensitive and/or complex investigations as requested by the Head Investigation or Director of Internal Oversight Services (IOS). INT conducts assessments and investigations into allegations of misconduct, such as fraud, theft and embezzlement, corruption, abuse of privileges and immunities, sexual exploitation and sexual abuse, workplace harassment and abuse of authority, retaliation on whistleblowers, or other acts or omissions in conflict with the general obligations that involve WHO staff and other personnel. INT also investigates allegations of fraudand other financial irregularities committed by contractors, implementing partners, and other third parties, deemed to be detrimental to WHO. Where vendors are found to have engaged in proscribed practices (per the UN Supplier Code of Conduct including, for example, corruption, collusion and unethical conduct), IOS investigation reports provide relevant evidence to WHO Management for consideration of sanctions against the vendors involved. In addition, INT may undertake proactive investigations in high-risk areas that are susceptible to fraud, corruption and other wrongdoings. IOS conducts investigations in accordance with the Uniform Principles and Guidelines for Investigations endorsed by the 10th Conference of International Investigators, with the WHO Legal Frameworkf or Addressing Non-Compliance with the United Nations Standards of Conduct, and with the IOS Investigation Guidelines, as relevant.The assessment, investigation and reporting of alleged non-compliance with WHO's legal framework policies and procedures will be conducted in accordance with generally accepted international processes as promulgated by the Representatives of Investigation Services of the United Nations organizations (UN-RIS) community, as applicable.

DESCRIPTION OF DUTIES

Under the overall supervision of the Head Investigation, the primary role of the Team Lead - Investigation Operations, is to lead INT and to provide operational management to conduct the investigation activities of IOS.The duties of the Team Lead - Investigation Operations include the following:

  • Supervise and direct the work of INT Direct, control and take responsibility for the planning, execution, and reporting of investigations, including ensuring sufficiency andquality of evidence for all investigation reports and other relevant documents,as required.

  • Supervise and provide guidance to investigators, experts and consultants, to ensure that their work conforms to established standards and procedures and is completed in a timely manner.

  • Establish and maintain a comprehensive case management system for the effective tracking, management of, and reporting on cases at all stages of the investigation process.

  • Provide appropriate oversight of third-party investigators contracted by IOS.

  • Ensure that investigations are planned and conducted in such a way that all appropriate lines of inquiry are identified, and investigation resources are used effectively and efficiently to factually determine the issues relevant to an investigation.

  • Provide operational management of the work ofthe investigation teams ensuring that they: Identify, collect and analyse information, using software, internal data and open source information relevant to investigations, demonstrating an understanding of information security and confidentiality issues relevant to investigation.

  • Collect, record and handle evidence appropriately, ensuring chain of custody and demonstrating knowledge of handling considerations for different types of evidence (including digital evidence).

  • Ensure the use of specialist investigation services as and when appropriate (for example, handwriting analysis, document examination and computer forensics).Interview witnesses showing appropriate communications skills, accurate recording and verification of testimony, through the use of interpreters as required. Interview subjects/suspects in accordance with generally accepted best practice procedures (in order to obtain reliable information, while affording due process).

  • Undertake as required, missions to WHO offices worldwide, including areas with hazardous working conditions.

  • Draft investigation reports of a high standard, providing an objective and factual summary of the investigation, with soundly based conclusions and recommendations supported by all evidence obtained in thecourse of the investigation.

  • Where necessary, directly manage investigations of very high priority, sensitive and complex cases.

  • Propose action to close matters when appropriate.

  • Review draft investigation reports to ensurethey are of a high standard, providing an objective and factual summary of the investigation,with soundly based conclusions and recommendations supported by all evidence obtained in the course of the investigation.

  • Liaise with the Legal Counsel (LEG), the Compliance,Risk Management and Ethics Office (CRE), Human Resources (HRT) and other relevant offices at WHO on matters relating to investigations (including on prevention, awareness and response activities).

  • Liaise with the investigation divisions of other international organizations and with national anti-corruption and law enforcement agencies, on individual cases as appropriate.

Other tasks:

  • Contribute to the ongoing development of professional practices within IOS.

  • Participate in the implementation of the IOS personal learning and training development plan.

  • Perform other assignments or tasks as determinedby the Head Investigation and/or the Director IOS.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (Master's level) in investigation, law, management, finance, audit, or a directly related field.


Desirable: Formal professional training in a comprehensive range of investigation-related areas is an advantage.

Experience

Essential: A minimum of 10 years of progressively responsible professional experience, of which at least 5 years at the international level, in the field of investigations, in complex administrative fraud investigations (including carrying out and proactive fraud or forensic accounting investigations) and investigations of workplace abuse and related misconduct, or equivalent experience.
Desirable: Field experience in complex and challenging operating environments is desirable (as experience in the UN or in Bretton Woods system).

Familiarity with forensic tools and analysis. Knowledge of inter-governmental governing processes. Strong knowledge of UN system policies, rules, regulations and procedures is highly desirable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6259 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
