Organizational Setting


FAO is implementing a Canada funded project “Support to women cooperatives and associations in the agro-food sector of Lebanon – GCP/LEB/030/CAN” in collaboration with the Ministry of Agriculture.
The project aims at supporting women cooperatives, associations and informal groups to be able to develop and implement a business in the agro-food sector. In parallel, the project supports increasing the capacity of the General Directorate of Cooperatives (GDC) to improve the management information system for the registration and monitoring of cooperatives including a data tracking system based on sex disaggregated data

Reporting Lines


The consultant/PSA will be under the overall supervision of the FAOR, the Lead Technical Officer (LTO), the CIO division and the direct supervision of the project manager.

Tasks and responsibilities

The consultant will be responsible of the following tasks:

• Identify key requirements for the system from stakeholders
• Collect and analyse available data (digital and on paper) at GDC
• Develop and design the gender sensitive database along with the administration portal and backend
• Develop the data tracking system based on sex disaggregated data directly linked to the central database
• Develop the client application of the system (frontend)
• Develop a workflow system that digitalizes the manual processes
• Setup a local environment for testing (quality, user friendly, security and performance).
• Provide application support and enhancement (continuous integration and continuous delivery).
• Coordinate with a third-party service provider for hosting the applications (e.g. OMSAR or a private ISP).
• Train the GDC staff on the system and to improve registration and monitoring and evaluation of cooperatives enabling them to analyze the social capital of the cooperatives and perform a multi-layer analysis.
• Assess the existing websites of GDC and NOWARA
• Update the websites and include all the information and linkages created in the project.
• Assess the application’s security since GDC will be hosting personal and sensitive data.
• Ensure the linkage of GDC website and the information system.
• Applications support and enhancement (continuous integration and continuous delivery)
• Prepare and submit recommendations on needed equipment related to IT
• Submit monthly progress reports and one end-of assignment comprehensive report

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements


• University degree in in information technology.
• A minimum of 5 years of relevant experience in IT.
• Working knowledge of English or Arabic and limited knowledge of one of the other two.
• Nationality of Lebanon or resident in the country with a regular work permit.
