Description

 

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

 

The Statistics for Development Division (SDD) is based in SPC’s headquarter in Noumea, New Caledonia. The division employs approximately 20 staff all of whom are all based in Noumea. SDD’s goal is to strengthen the capacity of Pacific Island Countries and Territories (PICTs) national statistical systems by providing technical support through coordination with technical partners and donors. As part of SDD’s role and functions, it has adopted a regional statistical system leadership and coordination role as well as strengthening its technical assistance and support to data collection, analysis and dissemination. This direction has been implemented as part of the Ten-Year Pacific Statistics Strategy (TYPSS) 2011-2020 and this role is a key position in driving these developments forward in respect to gender and human rights statistics in the region.

 

The role – the Big Data and Analytics Specialist will be responsible for establishing a new section within SDD for big data programmes and projects as well as data systems design and integration. The big data and analytics section aims at planning, designing and developing SDD’s ability in engaging in projects that require complex data, big data and data analytics capabilities, internally and externally to SPC.

 

The key responsibilities of the role include the following:

 

  1. Establish and manage the big data and analytics function for the SDD Division
  • Plan and oversee programs working under this function
  • Identify SPC business demands for services under this function, discuss with internal stakeholders, recommend and facilitate solutions
  • Establish constructive and collaborative relationships with SPC’s program divisions whilst keeping key stakeholders informed on progress of programs/projects
  • Contribute in making SDD an authority and a go-to division for advice and services related to big data, complex data and scientific data regionally and internally within SPC
  1. Provision of technical support to PICTs in big data and related data analytics
  • Manage requests for assistance to the satisfaction of the member requesting the service
  • Engage stakeholders and keep them as well as subject matter experts involved in the development and design of solutions
  • Identify and analyse PICTs needs in a proactive manner
  1. Research, evaluate, design and integrate novel analytics methods, data and tools to support the function
  • SDD has access to systems suitable for conducting projects requiring processing of big data, complex data and scientific data
  • Identify technology solutions and evaluate them for best fit and value for money
  1. Manage major stakeholder, vendor, and client relationships
  • Identify, analyse and manage stakeholder relationships to achieve beneficial outcomes
  • Foster and maintain regular liaison and technical collaboration with key technical partners
  1. Contributing to effective SDD team environment and SPC corporate activities
  • In collaboration with SDD team members, develop and implement a multi-year programme in line with SDD team members
  • Contribute to effective cross-programme collaboration and willingness to work with other SDD program colleagues.
  1. Contributing to SDD System Leader function/external stakeholder engagement, partnership and collaboration
  • Closely work with technical partners on all aspects of big data management methods, systems and procedures
  • SDD and the region are professionally represented as necessary in international meetings, workshops and technical working groups.

Key selection criteria

 

  1. Qualifications
  • A Master’s degree in a highly computationally oriented field, in Data Science, Statistics, Mathematics or Economics
  1. Technical expertise
  • 10 to 12 years of relevant experience in management of complex data programs
  • Relevant experience in management of teams
  • Strong experience in managing inter-divisional programs/projects in a similar environment
  • Demonstrated ability to develop and implement complex tasks, including a track record of building partnerships and collaborations across institutional boundaries
  • Demonstrated experience to influence and negotiate to achieve mutually agreeable outcomes
  1. Language skills
  • Fluency in English, orally and in writing
  1. Interpersonal skills and cultural awareness
  • Demonstrated capacity to work with people from different technical skills and cultural backgrounds
  • Commitment to a teamwork-based approach to achieving programme and organisational goals
  • Knowledge of Pacific Island countries and territories is an advantage

 

Salary, terms and conditions

 

Contract Duration – This vacant position is budgeted until the 31st of August 2022 .

Due to the current travel restrictions caused by the global COVID-19 pandemic, and the priority SPC places on its staff safety, health and well-being, please note that there may be delays in taking up the appointment. These matters will be discussed thoroughly with successful candidates. In most cases, any appointment and on-boarding would only commence when relocation to the duty station is permitted.

Remuneration – the Big Data and Analytics Specialist is a Band 12 position in SPC’s 2021 Noumea salary scale, with a starting salary range of SDR (special drawing rights) 4,685-5,760 per month, which converts to approximately XPF 685,755-843,105 (USD 6,512-8,006; EUR 5,747-7,065). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New CaledoniaSPC provides subsidised housing in Noumea and will reimburse excess accompanied luggage of up to two additional bags. Airfares, medical and life insurance are available for eligible employees. Employees are entitled to 25 days of annual leave per year of contract and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).

Languages – SPC’s working languages are English and French.
