In line with the RALS, the below category of candidates are eligible to apply for internally/externally advertised vacancies.

Group 1 candidates: Group 1 comprises current GS staff members holding an indefinite or fixed-term appointment who, at the date of the deadline for application, are serving in the country of the vacancy at the grade of the position or one grade below or above.

Group 2 candidates: Group 2 comprises candidates from the below categories after completion of one cumulative or continuous year of service in the country of the vacancy.

VII. Current UNHCR staff members in the NPO category holding an indefinite or fixed-term appointment applying to a GS post;
VIII. Current locally recruited female staff members from other UN system Organizations holding the equivalent of an indefinite or fixed-term appointment.

External candidates are candidates who are not in Group 1 or Group 2. They must meet the essential minimum requirements of the position and candidates not citizens of the country must comply with all eligibility requirements for employment in line with the prevailing legislative prerequisites in the country. Organizational Setting and Work Relationships

Under the overall supervision of a (Senior) IT Officer, the IT Associate provides reliable and timely IT services on the application and infrastructure of UNHCR standard IT services in the Area of Responsibility (AoR). S/he normally receives technical guidance from a (Senior) IT Officer for the Telecom/IT infrastructure in the region in which the field or emergency operation exists. In offices where there is no IT Officer, direct supervision may be exercised by the (Snr) Admin Officer as applicable in the duty station.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Assist in on-site needs assessment and installation and maintenance of UNHCR Telecommunications and IT equipment.
- In consultation with the supervisor, establish the IT requirements in field operations, considering the overall IT and Telecom strategy of the region, the operational needs and the security constraints.
- Install and configure the most appropriate type of UNHCR IT and Telecommunications systems (HF, VHF, UHF, Microwave Links, Telephony, and satellite systems) to meet the field and emergency operations immediate IT needs.
- Ensure that the equipment under his/her responsibility is in good working condition, by inspecting regularly the hardware and installations. If required, arrange promptly repairs or replacement as necessary according to established procedures.
- Maintain records of the installations and repairs/replacements done and keep the supervisor fully informed on the status of the equipment.
- Provide each office, where equipment is installed, with full information for their asset management records.
- If applicable, keep a proper inventory level of all sites spares and return spare parts for repair/replacement.
- Monitor and maintain the LAN, Network Servers, Printers, LAN points, Hubs, Patch pane, etc. to prevent faults occurring.
- Add or remove users from the Network.
- Assist in the maintenance of accurate records of users and usage of the Network.
- Carry out minor hardware maintenance.
- Provide Technical Briefing/Training on the equipment to local IT resources and users, including IPs, ensuring that they are able to maintain/use the equipment.
- Assist in the development and configuration of IT and Telecom Equipment/Kits used in field operations and emergencies.
- Decide on appropriate resolution to incidents / problems.
- Escalate issues to supervisor if incident / problem cannot be resolved with scope of responsibility.
- Perform other related duties as required.

Hands-on experience with wireless and VoIP systems, electricity, generators, lightning protection an asset. Previous experience in Emergencies is an advantage.

======================================================================================================== Recent security incidents on the side lines of the December 2020 presidential election in the Central African Republic (CAR) have led to significant population movements into the DRC; since December 24, 2020, the provinces of Nord-Ubangui, Sud-Ubangui and Bas-Uele have received 99,053 Central African refugees according to local authorities and the Congolese Immigration Services.
This group of refugees is mostly women and children under 18 years of age dispersed in at least 49 generally landlocked sites across the 3 provinces covered by the Gbadolite Sub-Delegation. They are in addition to a population of 173,731 Central African refugees who arrived between 2013 and 2017, and who are themselves scattered throughout the three provinces in the Gbadolite Sub-Delegation's area of intervention.
Some of the Central African refugees are settled in camps (about 35%), but the majority live off-camp, alongside a host community with whom they have always lived peacefully. Although access to these populations remains a major challenge and their needs are multiple, contrasting with the virtual absence of multisectoral care services in the reception sites, they nevertheless benefit from multi-sectoral protection and assistance.  While the Sub-Delegation ensures the implementation of its strategy to empower these groups of refugees by reducing their dependence on food aid. The UNHCR is also involved in managing the recent and ongoing influx of Central African refugee women through the establishment of an emergency program in their favor and the coverage of their basic needs.

The Senior IT Assistant will work under the direct supervision of a Senior Officer and the technical supervision of an IT Officer at Sub/Branch/Multi-Country office level. The incumbent may play a supervisory role in overlooking the day-to-day activities of the Telecom Operators in the offices in the area of coverage. S/he has working relationships with UNHCR staff members in the office and other offices within the country of assignment as well as with staff of UN agencies and other UNHCR partners within the area of responsibility (AOR) to exchange information and to provide assistance.
