Organizational Setting and Work Relationships

The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

Duties
- Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- Act as interpreter when required.
- Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Negotiate with local authority counterparts, partners and populations of concern.
- Represent UNHCR in physical monitoring of projects.
- Perform other related duties as required.

REMUNERATION

A competitive compensation and benefits package is offered. The monthly net salary is between TRY 11,091 and TRY 13,918  depending on relevant experience, dependency status and language proficiency. I. Nature of the Position

The post of Field Associate is within Gaziantep Field Unit and the incumbent will be supervised by the Assistant Field Officer (NOA) under the Head of Gaziantep Field Unit. Gaziantep Field Unit covers five provinces namely Gaziantep, Kilis, Kahramanmaras, Osmaniye and Malatya where about more than 700,000 Syrians are registered.

The incumbent will:

Observe the voluntary Return Interviews of Syrians at PDMMs and ensure voluntariness of applicants' decision for return and provide counselling on the consequences of voluntary return and if/when encountered any specific protection cases, take appropriate action and  refer to relevant stated institution. Prepare daily and weekly reports and statistics on voluntary return interviews and record in database.
Contribute to the designing, implementation and reporting about protection and solutions activities of the Field Unit.
Follow up with partners on their activities and conduct ad-hoc visits to monitor the activities and join regular MFT visits when required/scheduled by Program Unit.
Conduct visits to Temporary Accommodation Centers (TACs) to follow up situation of refugees in the TACs, and attend the delivery of of CRIs to TACs.
Liaise with the local official including PDMMs, PdFSS and its units (SSCs, SASFs etc.) and follow up on UNHCR supported programs as well as keep close contacts with Municipalities and muhtars on situation of refugees in urban as well as social cohesion activities of Municipalities.
Assist in administrative tasks such as preparation of the weekly schedule and assist authorized personnel during field missions.

II. Interaction with Persons of Concern or External Stakeholders

To perform and fulfil their duties, the incumbent will spend a substantial percentage of time working outside the office on a daily basis engaging  with refugees and staff of various counterparts; NGOs and public institutions including but not limited to Provincial Directorate of Migration Management (PDMM) and Provincial Directorate of Family and Social Services (PdFSS) and other relevant state institutions and Municipalities, muhtars etc. The incumbent will be expected to interact directly with persons of concern including Syrians and other nationalities within the Filed Unit's area as well especially in counselling with the refugees during voluntary return interviews at PDMMs.

III. Reporting and Managerial Expectations

The incumbent will be part of the Gaziantep Field Unit. Under the supervision of Sub-Office Gaziantep, the Field Unit in Gaziantep covers UNHCR's activities in five provinces of South East Turkey: Gaziantep, Kilis, Kahramanmaras, Osmaniye and Malatya.
The incumbent will report to the the Assistant Field Officer (NOA) within Gaziantep Field Unit who is under Head of Gaziantep Field Unit. The incumbent will receive regular guidance and advice from the supervisor and Head of Field Unit. Advice and operational support will also be received from the Senior Field Coordinator as well as other relevant units (Protection, Program etc,) in Sub-Office Gaziantep.
The incumbent will not have a direct supervisory role, however will take part in administrative tasks such as the preparation of weekly schedule of the Field Unit and will contribute in reporting in collaboration with the team.

IV. Additional Languages, Skills and Qualifications

English and Turkish language proficiency is essential, and fluency in one of the languages including Arabic, Kurdish and/or Farsi will be considered a strong advantage.
Completed Protection Learning Programme, as well as child protection and SGBV related learning programmes will be considered an advantage.
Desirable functional skills:
PR - Age, Gender, Diversity (AGD)
PR-Interviewing and counselling refugees/asylum seekers and in individual case management;
MS-Reporting and drafting skills;
