Location

Field based position in based in Goma, with frequent travel to the field locations.

Role Overview

Manage all aspects of the implementation and development of the programme and support functions to facilitate the implementation of the programme strategy. Provide leadership, strategic direction, management and evaluation of all aspects of the Medair programmes. Deputy Country Director (DCD) also plays a key role in external representation, legal compliance, grant management, programme coordination and team leadership.

Project Overview

Emergency projects targeting displaced, war affected and vulnerable populations in NE Congo. Developmental typed projects aimed at long term and sustainable behaviour change in general population and responding to their expressed needs (protection approach).

Key Activity Areas

Portfolio Management & General Strategy

  • Contribute to the strategic direction of the programme alongside other members of the senior leadership team (other DCD, Country Director, Head of Country Programme) and lead on the implementation of the strategy. Focal point for one of the multi-location grants. Lead on relationships with the donors, provide consolidated overview of the grant to the senior leadership team, coordinate across the different geographical locations / bases, etc.
  • Promote consistency across bases and projects, in particular, standardised procedures and improved support. For instance, ensure that all standardised formats are used and guidelines are followed.
  • Support compliance and quality across the programme. This may include finance and governance procedures, legal requirements, staff management, fleet management and IT security and infrastructure.
  • Represent Medair at relevant national and local meetings with government officials, contractors, other NGOs, etc., reporting back as applicable to staff, field managers and GSO. Ensure that the relevant people attend all field meetings and that they know how to make the best use of these.

 

Project Management

  • Provide technical support, leadership and strategic direction to project staff (Project Coordinators, etc). In particular, manage and train staff to meet quality standards in programme delivery. In particular, start by supporting the senior most staff in effectively managing their teams and being “well rounded” in their skillsets.
  • Anticipate, plan, and contribute to the development of new project proposals and reports working with the rest of the programme team to develop standard logframes and budgets.
  • Support and oversee the monitoring, evaluation and reporting on the implementation of the planned activities in accordance with the project proposals and logical frameworks and institutional donor policies and guidelines
  • Ensure designated project(s) are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations, etc. Follow the direction of advisors at GSO regarding quality, and technical guidelines.

 

Project Support Management

  • Ensure internal controls (financial and logistics in particular) are in place and that Medair and donor guidelines are followed. Support the administrator in implementing QACS and spot-check databases.
  • Supervise financial activities to ensure all cash management needs, reporting deadlines and internal and external audit requirements are met. Ensure timely submissions.
  • Participate to recruitment as needed and support line managers as required in areas such as recruitment, induction, training, appraisals, disciplinary action, etc at base (field) level.
  • Provide logistical support to programme staff and field bases, including managing the supply chain, vehicles, assets, IT and communication equipment and the training of logistics staff. Monitor the spending of the designated project(s) to ensure they operate in line with guidelines for financial accounting and reporting practices.

 

Staff Management

  • Ensure that staff receive adequate training by providing mentoring and coaching and through the promotion of capacity building of local staff. Support personal development of staff & good performance management.
  • Ensure all personnel related issues for the staff of the designated project(s) are carried out in accordance with Medair guidelines. This includes recruitment, appraisal, objective setting, development and training, disciplinary action, etc. If applicable, work with the relevant Project Manager(s).
  • Hold regular team meetings and, through a consultative leadership style and a transparent, and supportive communication structure, develop and build an effective team. Cover for reports or Project Manager/s.

 

Security Management

  • Support PC in ensuring security procedures are in place, guidelines are kept up-to-date and ensure that all staff and senior management receive relevant security information.
  • Review security arrangements on a regular basis, maintaining communication, providing briefings and ensuring the availability of emergency equipment. Ensure that all security documents are up to date.
  • Crisis Management Team members are trained, Security Management Teams (day to day security management) are operational in all locations and SMT members trained / security-aware. Be part of CMT.
  • Attend external coordination and security meetings and feedback information to managers and staff.

Qualifications

  • University degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject.
  • Strong working knowledge of English (spoken and written). French desirable.

Relief & Recovery Orientation Course (ROC)

What is the ROC and why is it required?

Experience

  • At least 2 years post-qualification experience in a management position.
  • At least 1 year post-qualification experience in a complex humanitarian emergency.
  • Experience in dealing with donors and government officials.
  • Knowledge of Humanitarian Essentials, Sphere and CHS and other international humanitarian guidelines and protocols. Advanced planning, assessment and analytical skills.
