Malaria is one of the world's most significant causes of illness, death and lost economic productivity. Over the past decade, dramatic increases in donor funding have facilitated scale-up of effective interventions to prevent, diagnose, and treat malaria. This investment has successfully reduced the burden of malaria in many settings, and some countries have begun planning to eliminate it altogether. CHAI’s malaria program provides direct management and technical support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

Position Overview

CHAI South Africa’s Malaria Programme Manager is responsible for leading a team of CHAI staff to support the South African government to achieve its malaria elimination goals. The Program Manager will continue to build strong relationships with the National Department of Health, Provincial Departments of Health, and relevant country partners to develop and deliver upon evidence-based strategic plans to eliminate malaria from South Africa. The Program Manager provides dedicated operational support to the National Department of Health to execute effective highimpact programs, focusing on surveillance system strengthening, elimination activities, and regional initiatives to prevent cross-border malaria transmission.

The position requires a highly motivated individual with outstanding communication, interpersonal, problem-solving, analytic, and organizational skills. The candidate must be results oriented and independent, able to learn quickly, think strategically, and work effectively with a multicultural, multidisciplinary set of actors. CHAI places great value on the resourcefulness, tenacity, patience, humility, and high ethical standards of its staff.

The Malaria Program Manager will work with the National and Provincial Departments of Health to:

• Demonstrate zero local indigenous malaria transmission in identified Districts in KwaZulu-Natal by 2021.
• Develop last-mile elimination plans in Mpumalanga and Limpopo to demonstrate elimination by 2023.
• Implement the 2019-2023 National Malaria Elimination Strategic Plan, and support the Department of Health in reaching targets set out in the strategy.
• Monitor and assess user uptake of the DHIS2-based national malaria information system to strengthen malaria surveillance and intervention planning, and ensure a smooth handover to national and provincial stakeholders within the Department of Health.
• Manage the transition and completion from MalariaConnect to the Notifiable Medical Conditions App.
• Support the Provincial Department of Health to implement a focus-based intervention strategy to reduce malaria transmission.
• Support planning and implement effective vector control interventions utilising entomological data.
• Inform and collaborate in regional initiatives to strengthen cross-border strategic management to reduce malaria transmission.
• Define CHAI South Africa’s strategy for supporting malaria elimination in South Africa post-2022, structure CHAI program operations to implement this strategy, and mobilize resources to sustain program operations.

To achieve these objectives, the Malaria Program Manager must:

• Build strong relationships and serve as a trusted advisor to stakeholders within government and non-governmental organizations.
• Manage and coordinate projects that involve a diverse group of stakeholders, including technical experts, partner organizations.
• Lead and manage a team of staff based within the endemic malaria provinces to deliver upon national and provincial objectives.
• Identify key impediments to programmatic goals, devise targeted solutions to address them, and lead delivery of these solutions.
• Identify funding opportunities and develop proposals for new projects in line with the governmental objectives.
• Lead quantitative analyses to ensure sufficient supplies of commodities, appropriate coverage of interventions, and progress against program goals.
• Manage program budget and delivery against objectives.
• Draft and deliver presentations and reports for internal and external stakeholders, including donor reports.
• Design and coordinate operational research studies papers, posters, and presentations and impact evaluations in support the National and Provincial Departments of Health.
• Work with CHAI's technical and global teams to develop and implement a coordinated program of support.
• Experience of working with communicable disease management would be an asset.

• A minimum of 5 years management experience, preference for candidates with experience in management consulting and global public health at a managerial level.
• Bachelor’s degree or an Advanced degree in management, public health, or other relevant fields.
• Experience working in South Africa and a strong understanding of the landscape of the country.

Leadership/personal skills required:

• An agile leadership style is required, including managing technical staff and stakeholders located in provinces.
• Understanding and experience of working in multifactorial health systems is required. There are multiple projects on the go at once, and the PM must be able to prioritise/de-prioritise as necessary. Project management experience is favourable.
• Stakeholder management - the PM must have a good EQ which allows them to understand DoH/partner motives and work around these in order to achieve project objectives. They must be confident to pushback on issues that do not align with project objectives, or CHAI values, in a tactful manner.
• Agility/urgency – they must be able to work with a sense of urgency and produce work of a very high standard. There needs to be an understanding on the level of effort vs turnaround time.
• The PM must be humble team leader. There are many players in the malaria space and tact and diplomacy will be required to navigate within it.
